S202301 Behavioral Health Parity Expert

The purpose of this procurement is to select a contractor to provide behavioral health parity subject matter expertise, training, and support to Office of the Insurance Commissioner (OIC) staff and contractors, as well as support to OIC's consumer protection activities related to access to behavioral health services.

The contractor selected as a result of this procurement will be required to:

  • Provide training to OIC market conduct staff and/or contractors on federal and state behavioral health parity law.
  • Provide consultation on OIC market conduct continuum actions.
  • Provide consultation related to OIC enforcement actions.
  • Assist in the development of training for OIC staff specific to behavioral health parity law.

Required experience includes, but is not limited to:

  • Demonstrated knowledge of, and experience in, the area of work for which the proposal is being submitted.
  • Expertise in federal and state behavioral health parity laws, especially the federal Mental Health Parity and Addiction Equity Act (MHPAEA).
  • Experience completing compliance analysis and preparing compliance reports for state or federal regulators.
