OIC is issuing this Request for Qualifications and Quotations (RFQQ) to solicit proposals from qualified contractors to perform the duties of a statistical reporting agent as required by RCW 48.29.017. WAC 284-29A-110 requires all authorized title insurance companies and licensed title insurance agents in Washington to submit reports annually, by May 31, of their income and expenses to an independent statistical reporting agent designated by the insurance commissioner. The statistical agent reviews the data for accuracy, compiles the data, and submits the data to the OIC.

The contractor selected as a result of this RFQQ will be required to:

• Receive reports of income and expense data in a format prescribed by the OIC from all authorized title insurers and title insurance agents in the state of Washington.
• Review the submitted reports for completeness, accuracy, and quality.
• Work with the title insurers and title insurance agents submitting the reports to assure the completeness, accuracy, and quality of the reports
• By August 31, prepare and submit a report of the aggregated data to the title insurers, title insurance agents, and the OIC in a manner prescribed by the OIC. 
• Prepare a report to the OIC indicating direct written premiums of each title insurer and title insurance agent for the State of Washington.

Minimum qualifications include

• Vendor must be licensed to do business in the State of Washington or provide a commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Contractor.
• Vendor must have three (3) years of experience in collecting and auditing data.
