SAMISH LOW INCOME HOUSING PROJECT RFP#2017-2

The Samish Indian Tribe is issuing a Request for Proposal (RFP) for interested Design and Development firms to submit proposals for a Low-Income Housing (LIH) project.

CLOSING DATE AND TIME FOR SUBMITAL SHALL BE NOVEMBER 3, 2017 BY 10:00 AM PDT

Proposals received after the above-cited time will be considered a late response and will not be accepted.

Proposals shall be submitted in a sealed envelope clearly marked RFP#2017-2 Samish Low Income Housing to: Samish Indian Nation, 2918 Commercial Ave., Anacortes, WA 98221 Attention: Elisa Rizzo

Proposals may be withdrawn any time prior to the due date. No firm may withdraw its proposal within 60 days after the required proposal submission date.

Tribal Requirements:

If Proposer claims Indian Preference, please include Enrollment Number and name of Tribe with submittal.

We strongly encourage participation by Disadvantaged Business Enterprises (DBE), Minority Business Enterprises (MBE) and Women Business Enterprises (WBE) firms.

SCOPE OF WORK

The Samish Indian Tribe is looking to build 8 duplexes (16 individual units) on two acres on a city lot at a minimum. The zoning is for single resident occupancy, therefore, a Conditional Use Permit will be needed. The lot is partially wooded with some wetlands.

PROPOSAL EVALUATION CRITERIA

All responses will be evaluated on the following criteria:

Three references from relevant housing projects (10 pts.)

Experience working on LIH multi-family housing projects. (25 pts.)

Project Approach (10 pts.)

Cost (25 pts.)

Experience working in Indian Country (10 pts.)

Preference for Indian, Minority, Disadvantaged, or women owned firms (10 pts.)

Experience in financial development of similar and/or relevant project, Demonstrated History of staying on budget and completing projects within required timeframes. (10 pts.)

Samish Indian Nation reserves the right to modify the proposal schedule including postponing the date and time for receiving proposals. Postponement notices will be issued to known firms in the form of addenda. Samish Indian Nation reserves the right to reject any or all proposals, cancel this RFP, and to waive any informalities or irregularities.

Debarment and Suspension (Executive Orders 12549 and 12689) A contract award will not be made to any parties listed on the governmentwide exclusions in the System for Award Management (SAM). This regulation applies to all contractors and subcontractors. No contractor shall employ any subcontractor on this project if they are listed as Debarred at https://www.sam.gov
