Notice Of Project Bid Opportunity

OPALCO is accepting bid applications for four major projects for broadband expansion in San Juan County.  All work performed on this project will be subject to the higher of the prevailing state or federal wage rates.

Project Work Description: This project covers the installation of conduit, vault and cable systems for fiber optic infrastructure middle mile and last mile facilities. Work includes excavation and installation within public county rights-of-way and existing private utility easements. Facilities must be installed and operational by Oct 31st, 2026.

Bid Documents: A bid packet for each project may be requested from the project manager by way of written request by emailing grants@opalco.com. Additionally, you can contact the Project Manager by phone to request a packet. (see contact details below). Please be sure to specifically request the projects you wish to bid on. Printed packets are available upon request and can be picked up from the Rock Island Office at 208 Enchanted Forest Rd, Eastsound WA, 98245 by appointment with the Project Manager.

Bid Opening Date: A public bid opening and apparent low bidder announcement will be held on  November 9th, 2023, at 2:30 PM PST at the OPALCO office located at 183 Mt Baker Rd, Eastsound, WA 98245.

Contractor Requirements for Bid:

• Contractors are required to provide a five percent (5%) bid guarantee is required in form of a cashier’s check, money order, or surety bond (Code cities, second class cities, and towns: RCW 35.23.352)
• Must be Licensed in the State of Washington and legally allowed to conduct business.
• Pay state prevailing wages for the project work.
• Submit a complete and accurate bid based on the bid packet requirements prior to the bid opening date.
