CITY OF PASCO – REQUEST FOR QUALIFICATIONS (RFQ)

Sandifur Parkway and Road 76 Intersection and Pedestrian Safety Enhancements

Project No. 25 681 – Federal Aid No. HSIP-000S(716)

The City of Pasco, Washington, (City) Department of Public Works – CIP Engineering is soliciting a Statement of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to perform civil engineering services for the Sandifur Parkway and Road 76 Intersection and Pedestrian Safety Enhancements Project (Fed Aid No. HSIP-000S(716)) funded through the 2024 Highway Safety Improvement Program (HSIP).

The Sandifur Parkway and Road 76 Intersection and Pedestrian Safety Enhancements Project will Install traffic signal with ADA compliant curb ramps, marked crosswalks, and push button assemblies, flashing yellow arrows (FYA), emergency vehicle detection, signal interconnect infrastructure, and intersection lighting. Implement signal timing coordination including data collection and analysis. Install sidewalk and pedestrian crossing improvements including rectangular rapid flashing beacons (RRFB), striping, signing, and curb ramps.

The design phase for this project is anticipated to extend twelve (12) months, beginning in October 2025. Right-of-Way (ROW) acquisition is not anticipated, but should it be needed, it will be need to be completed by no later than Friday, October 30, 2026. Construction funding for the project will need to be obligated by November 30, 2026.

The selected Consultant shall provide services including: topographic survyeing and/or property surveying, preparation of plans, specifications, and estimate (PS&E), public outreach, right-of-way (ROWS) acquisition and certification services (as-needed), preparation and processing of all necessary environmental documents to achieve environmental compliancel, bid support, creating record drawings and construction management/administration services (on a need basis).  The City, at its discretion, may select the same Consultant for Construction Management/Support Services.

The selected Consultant will be responsible for following all processes and completing all documentation required to comply with Washington Department of Transportation (WSDOT) and/or Federal Highway Administration (FHWA) requirements. The selected Consultant’s submittals will be evaluated and ranked based on the following criteria: Project Understanding & Approach, Project Team Experience & Qualifications, Presentation, Organization and Clarity of SOQ Submittal.

This project has a mandatory Disadvantaged Business Enterprise (DBE) goal of seventeen percent (17%). This goal was established by WSDOT for all phases of the project (Design, Right-Of-Way, and Construction) on May 14, 2025. This Project does not have a voluntary Small Business Enterprise (SBE) goal, or a training hour requirement.

The complete RFQ and full scope of work may be obtained via the City website - http://www.pasco-wa.gov/Bids.aspx., starting Sunday, June 15, 2025.  it is the sole responsibility of hte Consultant to obtain any RFQ updates or addenda from the City's website.

For consideration, Consultants are required to submit either an electronic or a hard copy of their SOQ up to the hour of 11:00AM PDT, Tuesday, July 8, 2025. Email Subject shall be: #25681 – SANDIFUR PARKWAY AND ROAD 76 INTERSECTION AND PEDESTRIAN SAFETY ENHANCEMENTS – SOQ. Electronic responses shall be transmitted to Dustin Wittman, CPSM at wittmand@pasco-wa.gov with a maximum size of 20mb. Hard copy responses shall be addressed to the City of Pasco – Public Works Department and will be received at the office of the City Clerk, City Hall, 525 North 3rd Avenue, Pasco, Washington.

Technical questions regarding the scope of this project should be put in writing and directed to both City Representatives listed in Section 1.10 below, no less than three (3) working days prior to the time that submittals are due.

There is no pre-proposal meeting scheduled for this project prior to submission of Statement of Qualifications. However, the site location is open to the public.

The City reserves the right to reject any and all responses and to waive technicalities or irregularities, and after careful consideration of all submissions and factors involved make the award to best serve the interests of the City of Pasco.
