The City of Seattle, through its Department of Transportation (SDOT) solicits interest from qualified consulting firms with expertise in Construction Management Services to provide support for an assortment of capital projects anticipated to have Federal Transit Administration (FTA) funds and Washington Department of Transportation (WSDOT). The professional services sought include construction engineering, resident engineering, landscape engineering, general inspectors, specialty inspectors, office engineers with administrative support and document control, and public outreach support. Consultant staff will support SDOT’s in-house construction management staff, which is led by the SDOT Construction Engineer. Services are for construction management phase only.
Project Description: The Project will establish a new multimodal corridor to connect light rail riders to the future NE 130th St light rail station by implementing transit reliability, safety, access, bus stop amenities, and pedestrian and bicycle improvements. The station is currently scheduled to open in 2026. The project area includes NE 130th St from approximately 1st Ave NE to 5th Ave NE including the NE 130th St I-5 overpass, Roosevelt Way NE from 130th St to 10th Ave NE, and NE 125th St from 10th Ave NE to Lake City Way NE. Consultant services include:
- Provide 1 full time Resident Engineer, 3 full time Construction Inspectors, ½ time Change Order/Scheduling specialist,1 full time Office Engineer/Contract Admin, ¼ time Arborist, ¼ part time Landscape Architect and 1 part time Outreach support to provide Construction Management (CM) services on the NE 125th & NE 130th Mobility and Safety project, as part of the overall CM team managing the construction contract for the project.
- Support Pre-Construction Management Services, Construction Management Services, Post-Construction Management Services
- Supporting any public outreach or communications efforts by the local agency
Construction Contract Information
- Estimated construction contract value: $12 million
- Estimated pre-construction services (contract document review): April 2025
- Estimated construction duration: June 2025 – May 2026
- Estimated construction closeout: June 2026 – October 2026
Work will be accomplished in accordance with the FTA reviewed project Plans and Specifications advertised for construction.
This negotiated hourly rates contract is estimated $2,400,000 with an anticipated project schedule of June 2025 through June 2027.
This project is anticipated to be federally funded in part through the FTA and WSDOT. This project has a mandatory DBE 8% Goal.
Consultants will be evaluated and ranked on key personnel, firm experience, ability to meet schedule, past performance, in-house expertise, familiarity with WSDOT/FHWA/FTA standards, and DBE approach and commitment.
Consultants must register with a free account at OpenGov, SDOT’s Procurement Portal (https://procurement.opengov.com/portal/seattle), to access solicitation documents, meeting links, and submit their response. A virtual pre-submittal meeting is scheduled for March 25, 2025, at 9:30 AM. Electronic submittals must be uploaded to OpenGov by April 15, 2025, at 4:00 PM.
