REQUEST FOR QUALIFICATIONS FOR SEPA SERVICES

The City of DuPont is soliciting Statements of Qualifications (SOQ) from qualified and interested consulting firms for preparing an environmental impact statement (EIS) on behalf of the City as Lead Agency for anticipated development projects located in the City limits.  There is the potential for two to three different private development projects that will require SEPA environmental review and are anticipated to require an EIS.  The City is seeking a multi-disciplinary team that is highly capable and experienced in the scoping and preparation of the EIS, including the required public engagement and preparation of the individual elements.  Two of the EIS’s are anticipated to begin in the first half of 2021, and the timing of the potential third is undetermined.  The City reserves the right to select one or more firms for the described work.

Desired consulting services for this work include but are not limited to:  Scoping, Public Outreach and Engagement; technical analyses of the environmental information provided by the applicant; and identifying and analyzing probable adverse environmental impacts, reasonable alternatives, and possible mitigations. The consultant will prepare the Draft and Final EIS documents.  It is anticipated that the environmental elements to be studied will be consistent with the elements of the environment under WAC 197-11-444 and may need to consider additional topics such as MTCA remedial actions, hydrology, economy, cultural factors, and social policy analysis. The selected consultant will be working closely with City staff to develop the alternatives and mitigation measures.

 

SOQ Elements and Evaluation Criteria

SOQs should present information in a straightforward and concise manner, while ensuring complete and detailed descriptions of the firm’s ability to meet the requirements and provide the required services of this RFQ (to include the prime, key team members, and major sub-consultants).  Emphasis will be on completeness of content.  SOQs should be no more than 20 pages in length excluding the cover page.  The pages shall be numbered and text using standard Arial 11-point font with 1-inch margins The SOQs should be prepared in the sequential order as outlined below.

 

  1. Cover letter with the name, title, email address, phone number of the submitting Firm’s main contact.
  2. Qualifications and Experience (40 points)
    1. Identify the proposed team and demonstrate experience in performing the requested services and describe how the team meets or exceeds the required qualifications.  Include an organizational charge depicting the hierarchy and team structure.
    2. Provide a statement of the team’s capacity to perform the work (including any specialized services) considering the firm’s current and planned workload.
    3. Include a list of a minimum of five (5) recent contracts/projects to include a point of contact, contact information and brief description.
  3. Project Approach (40 points)
    1. Accomplishing the scope of services.  Describe the approaches and methods to accomplish the tasks including project management, communication and QA/QC.
    2. Schedule and sequencing of tasks.  Provide an approach to the likely EIS process and estimated timeframe for the process.
  4. Pricing.  Provide billing rates for all team members and an estimate for each phase of the EIS process.  (20 points)

 

Evaluation and Award Process

An evaluation team will review each proposal and evaluate all responses received based upon the points and criteria listed herein.  The city may select a short list of the top ranked firms and invite the short-listed forms for an interview.  Final selection will be based on the accumulative score following the above criteria.
