Sewer System Evaluation Surveys and GIS Mapping, Enumclaw WA

REQUEST FOR QUALIFICATIONS

SERVICES FOR SEWER SYSTEM EVALUATION SURVEYS AND GIS MAPPING

 

PROJECT DESCRIPTION: The City of Enumclaw is soliciting written Statements of Qualifications (SOQs) from firms qualified to perform sewer system evaluation surveys to find sources of inflow and infiltration (I/I) into the sewer system and identify cost effective solutions to address the problems found.  Methods would include smoke and dye testing and video inspection.  The project will require traffic control, GIS mapping and field data collection capabilities, and close coordination with City sewer customers and City staff. 

 

Electronic copies of sewer flow monitoring studies conducted by ADS Environmental are available on the City’s website at the following link: http://www.cityofenumclaw.net/516/Sewer-System-Evaluation-Survey.  Work will be focused on sewer basins determined by flow monitoring to have unacceptable levels of I/I.

 

Project Funding and schedule:  The project is funded by City sewer utility rate revenue.  Work is expected to begin in May 2019 and may extend for two years with the option for further extensions.

 

Minimum Qualifications:  Consultants shall be licensed to conduct business in the State of Washington and have a minimum of 2 years relevant experience in sewer system evaluation surveys and GIS mapping.  SOQ submittals will be evaluated and ranked based upon demonstration of relevant experience, approach to the project, proposed schedule, as well as resumes of key project personnel.

 

Evaluation and Award:  SOQs will be reviewed and ranked by a City staff selection team.  The top two teams may be invited to submit more detailed SOQs and/or participate in interviews.  The City will then select a consultant to negotiate a contract under which the work is to be performed.  If the City and consultant cannot reach agreement on a scope of work and fee amount, the City will select the next most qualified consultant candidate and attempt to negotiate a contract.

 

SubmittalThe SOQ shall be limited to 10 pages, plus cover letter.  SOQs are to be submitted digitally in pdf format to swoodbury@ci.enumclaw.wa.us no later than 4:30 pm on Wednesday April 24, 2019.  SOQs may include web links to sites where digital samples of prior projects can be viewed.
