Skagit PUD Campus Replacement Administration Building

SKAGIT PUD CAMPUS REPLACEMENT ADMINISTRATION BUILDING

General Contractors who meet the requirements of the Contract are invited to submit sealed bids for work involving the construction of a new 23,000 square foot office building and related site work located at 1415 Freeway Drive, Mount Vernon, WA 98273 for Skagit PUD (Owner).

The sealed Bid Proposal Form A and Bid Bond Form will be received at the engineering counter in the main lobby at Owner’s current offices located at 1415 Freeway Drive, Mount Vernon, WA 98273 until 10:00 AM Pacific Daylight Time (PDT) on Tuesday, June 27, 2023. The Bid Proposal Form B and other required attachments will be accepted until 11:00 AM PDT, one hour after the submission time for Form A. At which time the bids will be opened and read aloud. Bid Proposals and supporting documents received after the fixed times above will not be considered. The official clock for the bid shall be the clock located at the Engineering Counter in the lobby of the Owner’s offices.

The bid and other data submitted will form the basis for the letting of a contract for the work. Proposals shall be submitted on the forms provided in the contract documents, which may be obtained as described below. Bid proposals shall be sealed in an envelope and addressed to Skagit PUD. No bidder may withdraw a bid submitted for a period of sixty (60) days after the day of bid opening.

A Pre-bid Conference will be held at 10:00 AM PDT, Tuesday, June 6th, at the Project Site at 1415 Freeway Drive, Mount Vernon, WA 98273. It is suggested that a representative of each prospective general contractor attends the Pre-bid Conference. Mechanical, electrical and earthwork bidders are strongly encouraged to attend. All follow up site visits (other than at the Pre-bid Conference) must be arranged in advance with the Owner, who will make the site available at its convenience during normal business hours.

The construction work is scheduled to begin on or after August 1st.

Each bid shall be accompanied by a five percent (5%) bid security as described in the Instructions to Bidders. Deposits of bidders will be returned as stated in the Instructions to Bidders. One hundred percent (100%) performance and payment bonds will be required to guarantee the faithful performance of the Contract.

Beginning at 5:00 PM PDT on Friday, May 26th, the contract documents will be available online at Builders Exchange of Washington (425-258-1303) by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and “PUD #1 of Skagit County". Partial sets will not be issued. An unofficial bid set can be viewed on our website www.SkagitPUD.org.

Skagit PUD reserves the right to (1) reject any and all bids, (2) waive any irregularities and informalities in any bid or in the bidding, (3) change the date, time, and place of bid opening, and (4) revise the Contract Documents at any time prior to the day, date, and time set for bid opening by issuing addenda.

This project is partially funded through the Washington State Budget, as such, state contracting provisions apply.

All work performed on the project will be subject to current wages for each labor classification per Washington State Prevailing wage rates.
