PRE-BID WALK-THROUGH: A non-mandatory onsite pre-bid walk-through is scheduled for Wednesday, September 28, 2022 at 9:00 A.M. Meet near Einstein’s Coffee Shop in Sem2 Complex near ‘B’ Building.

Participants are required to be fully vaccinated or properly exempted in accordance with the Governor’s Proclamation 21-14.1 – COVID-19 VACCINATION REQUIREMENT (or as may be amended thereafter), and further, must comply with COVID-19 Vaccination And Safety Guidelines And Requirements for Pre-Bid Meetings and Site Visits established by the Department of Enterprise services.

SCOPE OF WORK: Build 18' x 18' smoking shelter. Work includes but is not limited to concrete footings and slab, steel columns and steel roof structure with wood decking, and standing seam metal roof and flashings.

Install continuous accessible concrete pathway running generally north to south from the entry of the Seminar II Building Cluster C to the smoking shelter.
Install electrical power and lighting at the smoking shelter and site lighting.
There is an additive alternate for an additional accessible pathway running east to south from the back of the Seminar II Building Cluster C to the smoking shelter. This alternate also includes site lighting.

In response to the COVID-19 global pandemic and in an effort to keep our contractors and staff healthy, the College is making changes to the bid submittal and bid opening process.
The College will be accepting mailed-in or hand-delivered bids. Contractors are encouraged to mail bids whenever possible in an effort to stay home and stay healthy. Clearly identify that it is a SEALED BID on the outside of the envelope. Include an attention line in the address to ensure that the bid is routed correctly.

For hand-delivering bids, a locked drop box will be available at west entrance of the Lab II Building for contractors to deposit their sealed bids.

Contractors may view plans, specifications, addenda, and plan holders list for this project on-line through Builders Exchange of Washington, Inc. at http://www.bxwa.com. Bidders are required to register as a bidder to receive automatic email notification of future addenda and to be placed on the bidders list at Builder’s Exchange. The State of Washington prevailing wage rates are applicable for this public works project located in Thurston County. Bidders are responsible to verify and use the most recent prevailing wage rates. The “Effective Date” for this project is the Bid Proposal due date above. The applicable prevailing wage rates may be found on the Department of Labor and Industries website located at http://www.lni.wa.gov/TradesLicensing/PrevWage/WageRates/ A copy of the most current Prevailing Wage Rates can be viewed in the Owner’s offices or the Owner will email a copy of any applicable wage rates upon written request.

Voluntary workforce diversity goals for apprentice participation are identified in the Instructions to Bidders and Supplemental Conditions. Bidders may contact the Department of Labor & Industries, Apprenticeship Section, to obtain information on available apprenticeship programs.

The successful bidder is required to comply with the COVID-19 Safety and Vaccination Verification Declaration Requirements in the Supplemental Conditions for Washington State Facilities Construction and provide the Vaccination Verification Declaration prior to award of the contract.

Voluntary numerical MWBE goals of 10% MBE and 8% WBE have been established for this project. Achievement of the goals is encouraged. However no minimum level of MWBE participation shall be required as a condition of contract award. Bids will not be rejected or considered nonresponsive if they do not include MWBE participation.
