Spokane Community College Main Building East Wing Renovation Public Notice

Spokane Community College Main Building East Wing Renovation (MBEWR):

Public Notice of Intent to Use Alternative Subcontractor Selection Process for HVAC/Plumbing and Electrical scopes of work. 

Bouten Construction Company (GC/CM) has been selected as the general contractor/construction manager for Spokane Community College (Owner) for the Main Building East Wing Renovation Project (MBEWR). The project consists of renovating the east wing of Building 01—a two-story classroom and office facility—encompassing 48,095 square feet of renovation within the building’s total 147,000 gross square feet (GSF) and constructing a new 2,500-square-foot front entry addition. This is a prevailing wage project in accordance with State of Washington Statutes for Public Work Projects.

The Washington State Department of Enterprise Services has approved the use of alternative subcontractor selection process as outlined in RCW 39.10.385. The Owner and GC/CM intend to select an HVAC/Plumbing and Electrical subcontractor using this process. The reasons include but are not limited to:

  1. The college and building must remain fully operational—both classes and campus activities uninterrupted—throughout the duration of the project.
  2. Complex construction phasing approaches are required.
  3. Critical campus systems such as heating, ventilating, air conditioning, domestic water, fire alarm, fire suppression, security, electrical, data communications, and HVAC controls will need to remain active and functional throughout construction. A high level of coordination with the subcontractors working on these systems will be required.
  4. Investigation of existing conditions to support design effort.
  5. Use preconstruction services, including cost estimating, logistics planning, scheduling, and system tie-in coordination with the design team.
  6. Early procurement of long-lead equipment.
  7. Enhance outreach for greater MWBE and DBE project participation.

All interested parties are hereby notified that a public hearing on this matter will be held on November 26, 2025, at 10:30am at Spokane Community College 1810 N Greene St, Spokane, WA 99217 Building #1 Room 221 Executive Conference Room. The evaluation criteria, scoring weight for each, and protest procedures are available from the GC/CM upon request. After the public hearing, the Owner and GC/CM will consider the written and verbal comments received and determine whether using this alternative selection process is in the best interests of the public. A written final determination will be issued to all interested parties.
