REQUEST FOR PROPOSAL

 

CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES

FOR

SR432/ CALIFORNIA WAY INTERSECTION IMPROVEMENTS PROJECT

 

The City of Longview (City) is requesting proposals from qualified consulting firms or a team of consultants (Consultant) with expertise in Civil Engineering Construction Management and Inspection Services to provide such services for the City’s SR432/ California Way Intersection Improvements project funded through the Federal Highway Administration (FHWA) National Highway Freight programs (NHFP).  

 

The construction management and inspection services are expected to take place from August 2021 through December 2022.

 

The contract may be terminated sooner as provided in the agreement, and the City reserves the right to extend the agreement for additional time if necessary.

 

The City reserves the right to amend the terms of this Request for Proposal (RFP), to issue various addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent preparing a proposal.

 

Project Description

The proposed improvements include improving SR 432 / California Way / E. Industrial Way by geometric realignment of SR 432 from MP 7.19 to MP 7.00, widen lanes, and replace existing signal system.

 

The City anticipates the invitation to bidders will be advertised in late June 2021 with award of the construction contract scheduled for August 2021. 

 

Scope of Services

Scope of services included in this RFP include but are not limited to:

Task 1: Project Management and Contract Administration 

Task 2: Construction Contract Administration and Closeout

Task 3: Construction Inspection

Task 4: Testing and Special Inspection Services during Construction

 

Evaluation Criteria

• Technical competence and pertinent experience of project team members

• Experience of team working together on previous projects

Approach to scope of work / Understanding of the project

• Adequacy and availability of staffing and in-house resources

• Satisfactory record of performance on past projects / References

• Ability to meet the anticipated project schedule

• Conformance with the proposal guidelines and format outlined in the RFP

• Knowledge of FHWA requirements and standards 

• Ability to provide indirect cost rate developed in accordance with the cost principles contained in the 48 CFR Part 31 of the Federal Acquisition Regulations (FAR) for the prime consultant and sub-consultants

• Ability to meet the qualified tester retirements for construction projects on NHS Highway System as outlined in the LAG Manual section 52.3 Quality Control

It is the sole responsibility of the Consultant to learn of addendums, if any. Such information may be obtained from the Builder’s Exchange of Washington web site, http://bxwa.com.  The City accepts no responsibility or liability and will provide no accommodation to bidders who fail to check for addenda and submit inadequate or incorrect proposal.

To be considered for this work, all submittal requirements outlined in RFP must be met. Proposals shall be submitted to Ivona Kininmonth, Project Manager, City of Longview, Public Works Department, 1525 Broadway / PO Box 128, Longview, WA 98632.  Submit four bound and one unbound hardcopies of the proposal.

 

Submittals must be received no later than 5:00 PM PST on Tuesday, June 1, 2021.

The City encourages participation of DBE as specified in section 49 CFR Part 26 by all qualified and responsible firms regardless of business size or ownership, whether as prime consultant or a sub-consultant. There is no established Disadvantaged Business Enterprise participation goal for the Contract but participation is highly encouraged.
