TIME/DAY/DATE:                                          Bid Proposals Must Be Received Prior To 2:00 P.M., September 24, 2020.  Bid proposals may be sent via delivery service (FedEx, UPS, etc.), US Mail, or hand delivered to a secure location, to be determined through an addendum.  Wearing a mask while on Campus is required at all times.

MANDATORY PRE-BID WALK-THROUGH: The Evergreen State College, Lab 2B Building, Level 3.

                                                                        September 09, 2020, 8:00 – 11:30 AM.

  • Due to COVID-19 protocols of no gatherings allowed of more than 10 persons, the first scheduled pre-bid walk-thru is limited in group size to ten persons total, including the project representatives who will conduct the pre-bid walk throughs. There will be no more than two persons representing one contractor, subcontractor, and/or supplier allowed in each pre-bid walk through group so that social distancing can be maintained. An agenda for walk through will be posted through Addendum.

                                                                        Pre-Bid walk-through attendees must provide their own PPE including a Mask, Hard Hat, Closed toe shoes, and safety vest.

 

SCOPE OF WORK:                                       Renovation of Level 3 of a three-story classroom building into Student Wellness Services Center with exam rooms, provided offices and support spaces.

 

In response to the COVID-19 global pandemic and in an effort to keep our contractors and staff healthy, the College is making changes to the bid submittal and bid opening process.

 

The College will be accepting mailed-in or hand-delivered bids. Contractors are highly encouraged to mail bids whenever possible in an effort to stay home and stay healthy.  Clearly identify that it is a SEALED BID on the outside of the envelope. Include an attention line in the address to ensure that the bid is routed correctly.

 

For hand-delivering bids, a locked drop box will be available at a location to be determined for contractors to deposit their sealed bids.  We ask that you please maintain a distance of at least six feet from all other individuals when dropping off bids.  A College staff member will be inside the lobby monitoring the locked drop box during those hours.

 

Additionally, all Public Works Bid Openings will be conducted via a live stream.  A link to the live stream for bid opening can be found above (TBD).  Contractors and the public will not be allowed to stay to watch the bid opening in person.  We will strive to begin bid opening live streams within thirty minutes of the bid closing and appreciate your patience as we deploy this new process.

 

Contractors may view plans, specifications, addenda, and plan holders list for this project on-line through Builders Exchange of Washington, Inc. at http://www.bxwa.com. Click on: “Posted Projects”; “Public Works”, “The Evergreen State College”, and “Projects Bidding”. Bidders are required to register as a bidder to receive automatic email notification of future addenda and to be placed on the bidders list at Builder’s Exchange. This service is provided free of charge to prime bidders, subcontractors, and vendors bidding this project. The State of Washington prevailing wage rates are applicable for this public works project located in Thurston County.  Bidders are responsible to verify and use the most recent prevailing wage rates.  The “Effective Date” for this project is the Bid Proposal due date above.  The applicable prevailing wage rates may be found on the Department of Labor and Industries website located at http://www.lni.wa.gov/TradesLicensing/PrevWage/WageRates/  A copy of the most current Prevailing Wage Rates can be viewed in the Owner’s offices or the Owner will email a copy of any applicable wage rates upon written request.

 

Mandatory 15% apprentice labor hours of the total labor hours are a requirement of the construction contract. 

 

Voluntary workforce diversity goals for apprentice participation are identified in the Instructions to Bidders and Supplemental Conditions.  Bidders may contact the Department of Labor & Industries, Apprenticeship Section, to obtain information on available apprenticeship programs.

 

In accordance with RCW 39.30.060, the Bidder is required to provide the names of the Subcontractors with whom the Bidder will directly subcontract for the performance of heating, ventilation and air conditioning (HVAC), plumbing, electrical, steel installation and rebar installation for this project.

 

Bidder Responsibility will be evaluated for this project.  In determining bidder responsibility, the Owner shall consider an overall accounting of the criteria set forth in “DIVISION 00 RESPONSIBILITY CRITERIA”.  Please direct questions regarding this subject to the office of the Consultant

 

Voluntary numerical MWBE goals of 10% MBE and 8% WBE have been established for this project.  Achievement of the goals is encouraged.  However no minimum level of MWBE participation shall be required as a condition of contract award.  Bids will not be rejected or considered nonresponsive if they do not include MWBE participation.
