II.        SCOPE OF WORK

Purpose:  The purpose of this study is to evaluate the provision of State licensing services by vehicle subagents as instructed in the study proviso.

Staff Workgroup

A Staff Workgroup will work with the Consultant. The Staff Workgroup will include staff/representatives from the:

• JTC;
• House and Senate Transportation Committees;
• The Washington State Department of Licensing;
• County Auditors; and
• Vehicle subagents.

The Consultant will work with the Staff Workgroup throughout the study, soliciting input, presenting draft materials before they are shared publicly, and reviewing findings, recommendations and draft reports.

A final report is due to the House and Senate Transportation Committees by September 30, 2020.
