Sun Country Estates invites separate sealed BIDS for the construction of Sun Country Estates Water System Improvements , USDA Project No. 56-039-925408693, HLA Project No. 19095 including the following approximate major quantities of work:

Schedule A:

Replace existing water system including the following: 9,700 LF 8-inch PVC Water Main, 44 EA 8-In Gate Valves, 19 EA Fire Hydrants, 176 EA Water Services, 3,800 TON of Crushed Surfacing, 1,270 TON HMA, and related work.

Schedule B:

Resurface existing roadway including the following: 3,370 TON HMA, 18 EA Adjust Manholes, and traffic control.

This contract has one-hundred-ten (110) working days to complete Schedule A work and ten (10) working days to complete Schedule B work.

Bids will be received by the Board at the Community Club House, 3701 Gun Club Road, Yakima, WA 98901, until 11:00 a.m., November 8, 2023, and then shortly thereafter will be publicly opened and read aloud at the Community Club House located at 3701 Gun Club Road. 

CONTRACT DOCUMENTS may be obtained at the following website:  https://www.hlacivil.com/bid/.  Planholder list and addenda will be available on the website.  Bidders are encouraged to register as planholders on the website, whom will be added to the Planholder list and will receive automatic addenda notification.  All questions should be directed to Terry D. Each bid or proposal must be accompanied by bond or a certified check, payable to the order of the Treasurer of Sun Country Estates for the sum of not less than 5% of said bid or proposal and none will be considered unless accompanied by such deposit, to be forfeited to Sun Country Estates in the event the successful bidder shall fail or refuse to enter into a Contract with the Owner for the making and construction of the aforesaid improvement.  All bids or proposals must be in writing on the form bound in the Specifications, sealed, and filed with the Clerk on or before the day and hour above mentioned.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.

Sun Country Estates, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The project is funded through the United States Department of Agriculture (USDA) with federal funds from the Rural Development (RD).  All USDA requirements and/or provisions must be met by the Contractor and all subcontractors.

This project is subject to the American Iron and Steel (AIS) requirements instituted by Section 746 of the Title VII of the Consolidated Appropriation Act of 2017 and subsequent annual appropriations for WWD programs. 

Sun Country Estates reserves the right to reject any and all bids and to waive technicalities or irregularities, and after careful consideration of all bids and factors involved, make the award to best serve the interests of Sun Country Estates.
