Notice is hereby given that Public Utility District No. 1 of Kitsap County (Kitsap PUD) will receive sealed bid proposals for TEL-260826 Cynthia Ln (Port Orchard) and TEL-260825 Bay Ridge, (Poulsbo) Fiber to the Home Projects on April 2, 2025, until 1:00 p.m., at the Kitsap PUD’s Office, 1431 Finn Hill Rd, Poulsbo, Washington 98370, where they will be publicly opened and read aloud shortly thereafter. Bids are being asked for provision of all necessary labor, equipment and materials required for the installation and splicing of Kitsap PUD provided fiber cables for the Cynthia Ln and Bay Ridge fiber projects using the strand and lash construction methods along PSE poles, and installation of conduit in Kitsap County ROW and in private roads within existing utility easements. Coordinate with participating Homeowners for the proper location and installation of the conduit/duct and Demarc placements. Kitsap PUD has obtained the PSE Attachment Permit. All other permits, if any, are the Contractors responsibility. All work performed on this project is subject to state prevailing wage rates. Grant funds are administered by the America Rescue Plan Act, Coronavirus Capital Projects Fund, and Washington State Public Works Board. Contractor must be licensed, bonded, and insured in Washington State. Contractors are encouraged to commit to local hires for this project. Small, Minority- and Women-owned firms are encouraged to submit bids. A 5% bid guarantee is required in the form of certified or cashier’s check, or surety bond. The Contract will be awarded to the qualified bidder submitting the lowest responsible bid. Kitsap PUD reserves the right to reject any or all bids and to waive all informalities in the bidding in accordance with the specifications. Each Bid Proposal shall conform to the requirements of Section 1-02.9 of the Contract Special Provisions. Bids shall be made out on the bid form furnished with the specifications. When submitting a bid, only include the bid form, the bid guarantee, Non-Collusion Declaration, Statement of Bidders Qualifications, and the., Certification of Compliance with Wage Payment Statutes, and Subcontractor List.
