General Notice
The Town of Albion, Washington (Owner) is requesting Bids for Goods and Services related to the procurement of a Portable (Mobile) Emergency Generator. The generator to be provided shall be a portable trailer-mounted diesel engine driven standby generator set that includes multiple voltage and phase controls, output distribution equipment, and all required auxiliary systems to provide standby power to the Owner’s potable water wells.
Bids for the purchase and delivery of the portable emergency generator will be received until Tuesday, February 27, 2025, at 3:00 p.m. local time. For this project, Bids will be received and accepted ONLY via the online electronic bid service through QuestCDN.com. To access the electronic Bid Form, download the project documents and click Online Bidding at the top of the project posting. The Owner shall have the right to reject any or all bids not accompanied by the data required by the bidding documents or a bid in any way incomplete or irregular. The Owner retains the right to reject all bids and to waive minor irregularities in the bidding process.
The Goods and Services are being funded through the Washington State Community Development Block Grant program with federal funds from the U.S. Department of Housing and Urban Development. The Contractor is subject to all requirements related to EEO and Washington State Contracting Laws. The Goods and Services procured shall be delivered to the Owner within 240 calendar days of the issuance of the Notice to Proceed to the Successful Bidder.

Bidding Documents are available at http://www.andersonperry.com under the Bid Docs link. The digital Bidding Documents may be downloaded for a non-refundable payment of $50.00 by inputting QuestCDN eBidDoc Number 9499897 on the website. Assistance with free QuestCDN membership registration, document downloading, and working with the digital Project information may be obtained at www.QuestCDN.com , at 952-233-1632, or via e-mail at info@questcdn.com. No paper sets will be provided for bidding purposes.
Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. Only Planholders registered with QuestCDN will be able to participate in the vBids. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Bid security, performance and payment bonds are not required, and retainage on application for payments are not required for this project. A single payment will be made by the Owner upon final acceptance of the provided Goods and Services.
