Drying Beds and Lift Station Replacement Project

 

Sealed bids will be received until 3:00:00 P.M., Friday, September 8, 2023 at the Odessa Town Hall, 21 E 1st Ave, (PO Box 218), Odessa, Washington 99159, at which time the bids will be publicly opened and read aloud for the construction of the improvements.

The project generally consists of demolition of the existing lift station equipment, abandonment of the existing wet well, and construction of a new lift station. The project will also include approximately 179 lineal feet installation of PVC gravity influent line, 84 lineal feet of Ductile Iron Pipe force main, site electrical upgrades, construction of cast in place, sand-filled sludge drying beds , and associated work.

 

Each proposal must be submitted on the prescribed form and accompanied by cash, a certified check, cashier's check, or bid bond, payable to the Town of Odessa, in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price.

 

A Pre-Bid Conference will be held at 11:00 a.m. on Friday August 25, 2023 at Odessa Town Hall.

 

Project Time will be calculated as follows:

One Hundred Twenty (120) Working Days will be allocated for equipment procurement. Once all equipment has been procured, Sixty (60) working days will be allowed for construction of the lift station. These timelines will not run concurrently unless requested by the Contractor.

Bidders may obtain project documents at the Century West Engineering online plan room at www.centurywestplanroom.com. Bidders may download digital documents at no cost and obtain printed documents, at Bidders Expense, by choosing the “Order” option. Posted on this plan room, under the “Documents” section, is an Official list of locations where documents may be examined. Any questions regarding this plan room, shall be directed to plan room administration at 509-747-2964 or planroom@abadanplancenter.com. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

 

It is anticipated that this project will be funded in part by the Washington State Community Development Block Grant Program with federal funds from the U.S. Department of Housing and Urban Development and state funds from the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to this contract or any subcontract. Award of the construction contract is contingent upon approval by the funding agency. All contractors submitting a bid for this project must be licensed in the State of Washington.

 

The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

 

The successful bidder will be required to use products made primarily of iron and steel that conforms to the American Iron and Steel Requirements. Iron and Steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.

 

The Town of Odessa shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding documents or a bid in any way incomplete or irregular.
