General Notice
Town of Waterville, Washington (Owner) is requesting Bids for the construction of the following Project: Wastewater Treatment Plant - 2024
Bids for the construction of the Project will be received by the Owner at 104 East Locust Street, Waterville, Washington 98858, until Tuesday, November 5, 2024 at 2:00 p.m. local time. At that time, the Bids received will be publicly opened and read.
The Project involves the construction of a new headworks including a mechanically cleaned screen, an influent lift station, pressure sewer, three cell treatment/storage lagoons, a sodium hypochlorite disinfection system, a pivot irrigation system, a gravel access road, and other miscellaneous work; together with all other Work required to complete the Project as shown on the Drawings.
It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids.
The Contractor will be subject to the Davis Bacon Wage Rates and Washington State Prevailing Wage Rates for Public Works Projects, EEO, Washington State Contracting Laws, etc.
The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.
The Project has an expected duration of 340 calendar days.

The Bidding Documents will be available for download after October 10, 2024. No paper sets will be provided for bidding purposes.
Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
