Town of Winthrop - SR20 Methow River Bridge Water Main Replacement
The Town of Winthrop (Owner) is requesting Bids for the construction of the SR20 Methow River Bridge – Water Main Replacement. Bids for construction of the Project will be received by the Owner via online submission only, until 1:00 (PM), Thursday, January 25, 2024 local time. A bid summary will be issued after opening, emailed to all bidders, and posted on the website.
This project will provide water system improvements, including the following:
- Replacement of approximately 375 linear feet of existing 8-in water main with new pre-insulated 12-in ductile iron water main installed along the Riverside Avenue (SR 20) Methow River Bridge Crossing.
- Replacement of approximately 275 linear feet of existing buried 8-in water main with 12-in PVC water main.
- Replacement of the existing pipe support structure along the Methow River Bridge span.
- Temporary water service across the Methow River Bridge during construction to maintain water service north of the Methow River.
- Patching of the SR 20 roadway surface where excavations are necessary to replace the existing water main.

To Bid the project, Bidder shall register and be on the Plan Holders List. After registering, Bidder shall download and print a full set of the BIDDING DOCUMENTS from www.varelaplanroom.com under “Public Jobs”. Bids shall be submitted in accordance with the Instructions to Bidders. Additional bid acceptance and contract award provisions are specified in the Contract Documents.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in the amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Town of Winthrop.
A PREBID CONFERENCE is scheduled for 11 a.m Thursday, January 18, 2024 at the Town of Winthrop Red Barn Auditorium at 51 State Rte 20, Winthrop, WA 98862. The purpose of the conference is to familiarize bidders with existing bridge conditions and answer questions.

This project is subject to the American Iron and Steel (AIS) requirements mandated by Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (and subsequent statutes).
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58 §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
