Sealed bids will be received by the Public Works Director at Stanwood City Hall, 10220 270th Street NW, Stanwood, Washington 98292, until 2:00 PM, May 8, 2024, and not later, and will then and there be opened and publicly read at that time for the construction of the following improvements:

 

The Viking Way Phase 2 project consists of extending Viking Way from west of 90th Avenue NW to 92nd Avenue NW by adding the new street including preloading, fencing, a new retaining and handrail, new sidewalks, new roadway pavements, stormwater pipes and stormwater structures, curb ramps, crosswalks, street lighting, street trees, signing, and channelization.

 

The Engineer's estimate for this project ranges between $1,900,000 to $2,350,000. The project's duration for Stage 1 shall be within 8 working days of the Notice to Proceed for Stage 1, and the project's Physical Completion Date for Stage 2 shall be withing 65 working days of the Notice to Proceed for Stage 2.

 

Free-of-charge access to project bid documents (plans, specifications, addenda, and bidders list) is provided to Prime Bidders, Subcontractors, and Vendors by going to http://www.bxwa.com and clicking on "Posted Projects," "Public Works," and "City of Stanwood." This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders "Register" in order to receive automatic email notification of future addenda and to place themselves on the "Self-Registered Bidders List." Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Project Bid documents (Plans, Specifications, and Addenda) will also be available on the City of Stanwood's website by going to http://www.stanwoodwa.org and checking on "Bid Opportunities", under "Doing Business."

 

All bids shall be submitted on the prescribed Bid Forms and in the manner as stated in this advertisement and in the Project Manual and said bids shall be accompanied by a bid deposit in the form of a cashier's check, postal money order, or surety bond to the City of Stanwood in the amount of five percent (5%) of the total amount of the bid. If a surety bond is used, said bond shall be issued by a surety authorized and registered to issue said bonds in the State of Washington. The bond shall specify the surety's name, address, contact and phone number, and shall include a power of attorney appointing the signatory of the bond as the person authorized to execute it. Should the successful bidder fail to enter into the Contract and furnish satisfactory performance bond within the time stated in the Information for Bidders, the bid deposit shall be forfeited to the City of Stanwood. Faxed bids and/or surety bonds will not be accepted.

 

The City of Stanwood, in accordance with the provisions of Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

 

The City of Stanwood reserves the right to accept the bid that is in the best interest of the City, to postpone the acceptance of bids and the award of the Contract for a period not to exceed forty-five (45) days, or to reject any and all bids received. Subject to the foregoing, the bid may be awarded to the lowest responsible bidder. When awarded the Contract, the successful bidder shall promptly execute the Contract and shall furnish a bond of faithful performance of the Contract in the full amount of the Contract  price.

 

Bids must be submitted in a sealed envelope with the outside clearly marked with the bid opening date, bid opening time, and the project name as it appears in this advertisement and the name and address of the bidder. Bids shall be addressed to the Public Works Director, City of Stanwood, 10220 270th St NW, Stanwood, Washington 98292.

 

Questions or comments regarding this project shall be submitted in writing to Alan Lytton, City of Stanwood, via email (Alan.Lytton@ci.stanwood.wa.us). Questions via phone will not be accepted. Bidders shall submit questions no later than 2:00 p.m. Monday, May 6, 2024. Questions or comments will not be acknowledged after this time and date.
