General Notice
The Port of Walla Walla (Owner) is requesting Bids for the construction of the following Project: Wallula Dodd Water System Phase II - Basalt Well - PWW 2022-055C-P2 - Rebid.
Bids for the construction of the Project will be received until Thursday, July 17, 2025, at 2:00 p.m., local time. At that time, the Bidders and Bid Amounts will be publicly reviewed on QuestCDN.com and read aloud via video conference or conference call. The public review of the bids received can be accessed via the web link and telephone number noted in the Q&A section on QuestCDN.com for the Project.
For this Project, Bids will be received and accepted ONLY via the online electronic bid service through QuestCDN.com. To access the electronic Bid Form, download the project documents and click Online Bidding at the top of the Project posting.
Contractor shall complete all Work as specified or as indicated in the Contract Documents. The Project includes the following Work: Drilling, casing, developing, and testing a new basalt potable water supply well; together with all other miscellaneous Work required to complete the Project as shown on the Drawings and specified herein. The Base Bid is for the construction of an approximately 1,000-foot deep well with approximately 550 feet of 16-inch diameter grouted casing, and the installation of approximately 450 feet of 12-inch diameter blank casing and perforated and screened liner.
All Work will be subject to federal and state requirements relating to the use of federal funds, including Davis Bacon Wage Rates, Washington State Prevailing Wage Rates for Public Works projects, EEO, Washington State Contracting Laws, etc. All Work performed on this Project will be subject to the higher of federal or state wage rates.
This Project is being funded in part through the Washington State Drinking Water State Revolving Fund (DWSRF) program with federal funds from the U.S. Environmental Protection Agency. The Successful Bidder and all associated subcontractors must meet DWSRF requirements or provisions and be licensed to conduct business in Washington State.
Obtaining the Bidding Documents

The digital Bidding Documents may be downloaded for a non-refundable payment of $50.00 by inputting QuestCDN eBidDoc Number 9747841 on the website. Assistance with free QuestCDN membership registration, document downloading, and working with the digital Project information may be obtained at QuestCDN.com, at 952-233-1632, or via e-mail at info@questcdn.com. The Bidding Documents will be available for download after June 26, 2025. No paper sets will be provided for bidding purposes.
Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. Only plan holders registered with QuestCDN will be able to participate in vBids. The designated website will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
