NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that the Board of Commissioners of Public Utility District No. 1 of Snohomish County will receive and open sealed proposals for the following work:
Request for Proposal No. 20-1004-KS
PWC – WB CIP #53 DWSRF DWL23475 AND DWL23480, WARM BEACH WATER SYSTEM WATER REPLACEMENT PROJECT
at the District office of Contracts/Purchasing, 1802 - 75th Street SW, Everett, Washington, on Tuesday, the 4th day of February, 2020, at 2:00 p.m. (Local Time). Address proposals to P.O. Box 1107, Everett, Washington 98206-1107. Proposals received after this time will not be considered. The bid opening is public and all proposals will be read aloud. Each bid shall be accompanied by bid security in the amount of 5 percent (5%) of the total amount bid, excluding tax.
This project consists of installing approximately 4,100 lineal feet of 12-inch diameter water main and associated fittings, 90 lineal feet of 8-inch diameter water main and associated fittings, 20 lineal feet of 6-inch diameter water main and associated fittings, 7 new fire hydrant assemblies and appurtenances and 2 combination air vacuum release assemblies. The project also includes installation of 44 water services, asphalt trench patching, asphalt restoration overlay, private asphalt, concrete and gravel driveway removal and restoration, erosion control and landscape/surface restoration. The primary purpose of the project is to replace aging water system infrastructure. The location of work commences at the intersection of 92nd Ave. NW and 176th St. NW and continues north along 92nd Ave. NW/Marine Dr. in the eastern roadway shoulder public right-of-way and ends at the intersection of Marine Dr. and Railroad Ave., near the City of Stanwood, in Snohomish County, Washington.
There will be a pre-bid meeting on Friday, January 31, 2020 at 10:00 a.m. at the District’s Warm Beach Water Treatment Plant Facility located at 17202 84th Ave. NW in Stanwood, Washington.

This project is funded through the Washington State Drinking Water State Revolving Loan program with federal funds from the Environmental Protection Agency. All work performed on the project will be subject to Davis-Bacon/Prevailing Wage requirements and will be subject to the higher of the prevailing state or federal wage rates.
All Drinking Water State Revolving Fund requirements or provisions must be met by general contractors and all subcontractors. All contractors are required to be licensed to conduct business in Washington State.
The District retains the right to reject any and all bids.
