Purpose and Objectives

Per RCW 43.371.020, HCA is actively gathering information for prospective procurement of a LO for the WA-APCD. With the RFI, HCA hopes to meet the following goals:

• Learn: HCA aims to use the RFI to learn about vendors who are operating in the APCD “space,” specifically those vendors that have interest in operating APCDs or have provided APCD services to other states. HCA wants to learn whether any experienced vendors have interest in serving as LO for the WA-APCD.
• Inform: HCA hopes to inform the APCD vendor community about the possibility of a future procurement for the WA-APCD LO. In the RFI, HCA will describe the major business, budgetary, and technical requirements of serving as the LO.

• Guide: HCA hopes to use the information from the vendor community to accelerate efforts in the procurement and selection of a LO for the WA-APCD.

HCA’s overarching objective for the RFI is to develop a distribution list of qualified vendors to be notified in the event of a subsequent procurement for the WA-APCD LO.
