The Town of Naches invites separate sealed BIDS for the construction of the WASTEWATER TREATMENT PLANT IMPROVEMENTS - PHASE 2, HLA Project No. 21180, generally consisting of the following:
Construction of an 80 ft x 62 ft reinforced concrete aeration basin, including access stairway, steel bridge walkways, grating, guardrails, mixing and aeration equipment, and process piping; construction of an internal recycle pump station, including precast concrete vault, pumping equipment, and process piping; existing headworks building modifications and new pump and piping installation; existing electrical and dewatering building modifications and installation of new blowers and aeration piping; electrical, instrumentation, and control system upgrades; site process piping, site grading and drainage, HMA pavement, concrete sidewalks, chain link security fencing, and existing oxidation ditch demolition.
This contract has two hundred (200) working days to complete the work.
Bids will be received by the Town Clerk/Treasurer at Town Hall, 29 E. Second Street, Naches, WA 98937, until 1:00 p.m., September 28, 2022, and then shortly thereafter will be publicly opened and read aloud at the Town Council Chambers located at 29 E. Second Street.

Bidders are encouraged to register as planholders on the website, whom will be added to the Planholder list and will receive automatic addenda notification. Each bid or proposal must be accompanied by bond or a certified check, payable to the order of the Treasurer of the Town of Naches for the sum of not less than 5% of said bid or proposal and none will be considered unless accompanied by such deposit, to be forfeited to the Town of Naches in the event the successful bidder shall fail or refuse to enter into a Contract with the City for the making and construction of the aforesaid improvement. All bids or proposals must be in writing on the form bound in the Specifications, sealed and filed with the Clerk on or before the day and hour above mentioned.
A pre-bid conference will be held at the project site, 9731 US Highway 12, Naches, WA 98937 at 10:00 a.m. on September 14, 2022. Prospective bidders are encouraged to attend the pre-bid conference, but bids may be submitted without attending the meeting.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project. This project is funded through the United States Department of Agriculture (USDA) Rural Utilities Service (RUS) program. All USDA funding requirements and/or provisions must be met by the Contractor and all subcontractors.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials, as defined in the Supplemental Conditions of the Construction Contract. The following waivers apply to this Contract: De Minimis, Minor Components, and Pig iron and direct reduced iron.
The Town of Naches reserves the right to reject any and all bids and to waive technicalities or irregularities, and after careful consideration of all bids and factors involved, make the award to best serve the interests of the Town of Naches.
