Water System Management and/or Training

REQUEST FOR PROPOSALS/QUOTES 
WATER SYSTEM MANAGEMENT AND/OR TRAINING

Town of Concrete is seeking a qualified firm to provide professional Water System Management and Services and provide management, operations and possible training of the town’s water system, to include:

-    Daily operational and maintenance activities are completed according to acceptable public health practices and water industry standards, including required testing.
-    Perform water quality monitoring, maintain adequate records, and take follow-up actions if necessary, to comply with state and federal drinking water regulations.
-    Implement preventive maintenance programs and inspect system and other components for malfunctions and complete needed repairs. 
-    Analyze and review recording instrument readings and laboratory tests; determine sites and causes of any malfunctions; adjust various processes and other components accordingly and maintain proper records. 
-    Implement a cross-connection control program.
-    Determine and implement remedial actions in emergencies. This includes following directive DOH issues to address the situation.
-    Inspection and consultation services in reviewing submitted contractor plans for improvements to current system or for the addition of new infrastructure within the current system.
-    Provide training to current town staff in all of the above to assist the town in providing such services under the direction of a town employee in the future. 

Services shall be rendered using a certified operator as required by the Washington State Department of Health. The firm would be required to assist in operation of the system in compliance with regulatory agency standards. 

The experience of the firm with similar clients will be a major factor in selection. Professional credentials will also be a major determinant in the selection process, along with a demonstrated understanding of state and federal drinking water standards and the ability to work as a team with other town staff members, when necessary, as well as other town needs. 

Proposals, including estimated costs for services shall be no more than 10 pages (5 pages double-sided) total and submitted no later than 4:30 p.m. on Monday, August 8, 2022.
