Water Tank And Source Metering Improvements Project, Concrete WA

INVITATION FOR BID

TOWN OF CONCRETE

WATER TANK AND SOURCE METERING IMPROVEMENTS PROJECT

 

Sealed bid proposals will be received by the Town of Concrete, at Town of Concrete Town Hall, 45672 Main Street, Concrete, Washington, 98237, (360) 853-8401, until 2:00 p.m. on March 17, 2020, and will then and there be opened and publicly read for the Water Tank and Source Metering Improvements Project in the Town of Concrete, within Skagit County, WA.  Proposed improvements include: Removal of Structures and Obstructions, Shoring, Water Storage Tank and Appurtenances, Manhole Installation, Meter Modifications, PVC Water Main, Service Connections, Project Temporary Traffic Control, Erosion Control, and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications.  This project is funded/partially funded through the Washington State Drinking Water State Revolving Fund program with federal funds from the Environmental Protection Agency and through the Washington State Community Development Block Grant Program with funds from the U.S. Department of Housing and Urban Development.  The Engineer's estimate for this project is approximately $600,000.

 

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal.  Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond both in an amount of 100 percent (100%) of the contract price within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Town of Concrete.  All bidders and subcontractors shall have a contractor's license to work in the State of Washington. DWSRF requirements and provisions must be met by the general contractor and all subcontractors.

 

This project is being funded with monies made available by the Drinking Water State Revolving Loan Fund which contains provision commonly known as “Buy American;” that requires all of iron and steel products used in the project be produced in the United States (Buy American Requirements).

 

Bidding Documents may be viewed by going to www.bxwa.com and clicking on Posted Projects, Public Works, Town of Concrete or the Minority and Women’s Business Enterprise website at www.omwbe.wa.gov. Bidding documents may be obtained from the Town of Concrete Town Hall, 45672 Main Street Concrete, WA 98237 upon payment of the amount of $35.00 per set, payable to “Town of Concrete” plus a non-refundable shipping charge.  Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. Plans and Specifications will be available on February 25, 2020.  Informational copies of maps, plans and specifications are also on file for inspection at the Town of Concrete Town Hall and the office of CRH Engineering at 817 Metcalf Street, Ste. 207, Sedro-Woolley, WA 98284.

Bidders, prior to submittal of a bid, may attend a non-mandatory pre-bid conference with the Project Engineer.  The meeting will start at 11:00 a.m. on March 10, 2020, in the conference room at Town of Concrete Town Hall, 45672 Main Street, Concrete, Washington 98237.

 

 

 

The Town of Concrete reserves the right to accept a proposal of the bidder submitting the lowest responsible bid, to reject any or all bids, revise or cancel the work to be performed, or do the work otherwise, if the best interest of the Town is served thereby. The Town also reserves the right to postpone the bid award for a period of thirty (30) calendar days after bid opening.
