CITY OF SOUTH BEND
WATER TREATMENT PLANT UPGRADE AND EXPANSION
ENGINEER’S ESTIMATE $1,500,000
Sealed Proposals will be received by the undersigned at the City of South Bend, City Hall, 1102 West First Street, South Bend, Washington 98596, up to 11:00 a.m.; local time on Wednesday, September 16, 2020, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the Water Treatment Plant Upgrade and Expansion.
This project includes the demolition, furnishing, and installation of materials and equipment associated with the upgrade and expansion of the existing South Bend Water Treatment Plant. This includes, but not limited to, filter membrane units, raw and finished water pumps, neutralization systems, compressed air system, chemical feed systems, cleaning systems, electrical systems and building improvements.
The Work shall be substantially complete within 130 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, South Bend, Washington.
The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the “City of South Bend” and in an amount of not less than five percent (5%) of the total Proposal amount.

A Prebid Conference is scheduled for Tuesday, September 8, 2020. The conference will be held at the Water Treatment Plant, 149 Airport Road, Raymond, Washington 98577 and will be prescheduled in 1-hour blocks of time for up to three individuals beginning at 10:00 a.m. (local time). The Conference will be attended by the Project Engineer and the Water Treatment Plant Operator, contract the Project Engineer, Aaron Pease, at apease@g-o.com to reserve a time slot. All questions and answers will be published by Addendum at the conclusion of the conference. No unauthorized visits or unscheduled visits will be allowed.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.

Financing of the Project has been provided by City of South Bend, Washington and the United State Department of Agriculture – Rural Development and Community Development Block Grant program with federal funds from the U.S. Department of Housing and Urban Development. The City of South Bend expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City.
