NOTICE IS HEREBY GIVEN that sealed bids will be received by Whatcom County Administrative Services Finance/Purchasing at their office on the fifth floor of the Whatcom County Courthouse, 311 Grand Avenue, Suite 503, Bellingham WA 98225 for purchase and installation of the following:

E. Smith Road & Hannegan Road Intersection Improvements

CRP No. 914002; Fed Aid No. STBG-CRPR-HSIP-Z937(006)

UNTIL: 2:30 PM Tuesday, December 5, 2023

At which time and place the bids will be publicly opened (live/virtual via GoToMeeting), and read aloud. All bidders and any other interested persons are invited to be present at the live bid opening via GoToMeeting, as more completely described herein. Late submittals will not be considered.

Whatcom County Public Works is seeking bids for E. Smith Road & Hannegan Road Intersection Improvements, CRP No. 914002, Fed Aid No. STBG-CRPR-HSIP-Z937(006) project. This project provides for one multi-lane roundabout at the intersection of E. Smith Road and Hannegan Road, which includes but is not limited to the following: roadway illumination, roadway grading and paving, stormwater drainage, water line relocation, concrete truck aprons and islands, curb and gutter, pedestrian facilities, ADA curb ramps, channelization, signing, landscaping, and other work as further described in the bid documents.

There is a Disadvantaged Business Enterprise (DBE) Condition of Award goal of 13% for this Contract. The Bidder shall submit with the bid completed DBE Utilization Certification and Confirmation forms with the bid.

Award will be made to the lowest qualified bidder. Whatcom County reserves the right to reject any or all bids, and to waive any irregularities.

Whatcom County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

As required by law, the E-Verify System may be required.
