NOTICE IS HEREBY GIVEN that sealed bids will be received by Whatcom County Administrative Services Finance/Purchasing at their office on the fifth floor of the Whatcom County Courthouse, 311 Grand Avenue, Suite 503, Bellingham WA 98225 for purchase and installation of the following:

2024 HMGP Demolition and Site Cleanup Batch 1

UNTIL: 2:30 PM Tuesday, July 23, 2024

At which time and place the bids will be publicly opened (live/virtual via Zoom), and read aloud. All bidders and any other interested persons are invited to be present at the live bid opening via Zoom. Late submittals will not be considered.

The Whatcom County Flood Control Zone District requests sealed bids for the 2024 HMGP Demolition and Site Cleanup Batch 1, FEMA HMGP DR-4481-WA, Project No. 722002. This project provides for demolition and removal of all the above ground structures and foundations, on eight properties. Work will also include the asbestos abatement, septic system abandonment, removal of asphalt and concrete driveways and slabs, removal of fencing and landscape materials, removal and abandonment of encountered utilities, debris and garbage disposal, site grading, site restoration, and all other related work, as further described in the bid documents.

A mandatory pre-bid meeting will be held at 10:00 AM, Wednesday, July 17, 2024, at 1378 Hampton Rd, Lynden, WA (Parcel No. 4003220882780000). Only bidders who register at the mandatory pre-bid meeting will be qualified to submit bids. The meeting will include a short summary of the project and anticipated work, then bidders have an opportunity to perform a self-guided walkthrough and inspection of the structures and properties. Bidders may ask questions of Whatcom County Public Works staff who will be involved in this project. See Supplemental Instructions to Bidders section for additional information about the mandatory pre-bid meeting.

Award will be made to the lowest qualified bidder. Whatcom County reserves the right to reject any or all bids, and to waive any irregularities.

The Whatcom County Flood Control Zone District in conjunction with Whatcom County, herein after referred to jointly as ‘Whatcom County’, in accordance with Title VI of the Civil Rights Act of 1964, (42 U.S.C. 2000d et seq.) and Title 2 Code of Federal Regulations Part 200.321(b)(1)-(5), hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, small and minority businesses, women’s business enterprises, and labor surplus area firms as defined at 2 CFR, will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
