Whatcom Co; RFP #24-98 Local Disaster Recovery Group Partner for HMA Grants
Notice is hereby given that sealed proposals will be received by Whatcom County Purchasing at its Office in the Administrative Services Finance Department located on the fifth floor of the Whatcom County Courthouse, 311 Grand Avenue, Suite 503, Bellingham WA 98225 for the following:
Local Disaster Recovery Group Partner for Hazard Mitigation Assistance (HMA) Grants
UNTIL: 2:30 PM on Tuesday, November 19, 2024
At which time and place the responses will be publicly opened, and the names of the submitters identified. All interested people are invited to be present. Late submittals will not be considered. Whatcom County Flood Control Zone District (County) reserves the right to reject any or all proposals and to waive any irregularities.
The County is requesting proposals from qualified non-profit disaster recovery groups to:
- Provide local assistance to Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) elevation grant recipients in all aspects of home elevation from planning to completion; and
- Provide local assistance for future FEMA Hazard Mitigation Assistance (HMA) grant recipients if additional funding becomes available.

This project is supported with federal funding from FEMA and the State of Washington Emergency Management Division. Please be advised that prospective Recovery Groups must comply with all applicable federal, state, and local requirements regarding civil rights, debarment and suspension, affirmative steps taken to assure use of small businesses and minority, veterans, and women owned businesses when possible if subcontracting, equal employment opportunity, Clean Air Act and Federal Water Pollution Control Act standards, anti-lobbying provisions, Americans with Disabilities Act, and E-Verify.
