NOTICE IS HEREBY GIVEN that sealed statements of qualifications and performance will be received by Whatcom County Purchasing at its Office in the Administrative Services Finance Department located on the fifth floor of the Whatcom County Courthouse, 311 Grand Avenue, Suite 503, Bellingham WA 98225 for the following:

At which time and place responses will be publicly opened (live/virtual via Zoom), and the names of the submitters identified. All interested people are invited to attend the live proposal opening via Zoom. Late submittals will not be considered.
Whatcom County requests proposals from qualified progressive design-build teams for the proposed justice center, including a new jail and behavioral health care center, as further described in the solicitation.

There will be a mandatory pre-proposal meeting for this project at 1:00 PM, Thursday, April 24, 2025. At least one member from each proposing design-build team must attend. The conference will be held via MS Teams. More information is available on the solicitation page on the Whatcom County Purchasing website, and within the complete solicitation.
Whatcom County reserves the right to reject any or all proposals and to waive any irregularities.
