WHITMAN COUNTY PUBLIC WORKS SOLID WASTE TRANSFER STATION SCALE REPLACEMENT PROJECT (XEW35)

NOTICE IS HEREBY GIVEN that sealed Bids for the Whitman County Solid Waste Transfer Station Scale Replacement Project will be received in paper copy form by Whitman County Board of County Commissioners, State of Washington, at the Whitman County Public Works Building in Colfax, WA, until 10:45 A.M. local time, on Monday, September 19, 2022, at which time all bids will be opened and publicly read. Any Bids received after the specified time will not be considered, regardless of the reason. Refer to the Bidder’s Checklist for a list of items that are required in the bid.

The project generally consists of work to replace the single weigh scale layout with a dual weigh scale layout, renovations to the scale house, electrical and control improvements for the site, an additional entrance lane with associated earth work, and other site improvements.  This work will be sequenced to maintain public access to the solid waste transfer station and landfill.  Project expected to begin Spring 2023 and be completed by November 1, 2023.

Hard copies of the sealed bid proposals must be addressed to the Whitman County Board of County Commissioners and delivered to Whitman County Public Works Building (310 N. Main, Public Service Building, 2nd Floor, Colfax, WA 99111) by the time and date specified for opening, and in an envelope clearly marked “SEALED BID FOR WHITMAN COUNTY SOLID WASTE TRANSFER STATION SCALE REPLACEMENT PROJECT (PN: XEW35)”. In person acceptance of delivered bids will be available at the Public Works Building during normal hours of operation prior to bid opening. Handicap access to the Whitman County Public Works Building is available at the Mill Street Entrance. NO FACSIMILIES OR EMAILS WILL BE ACCEPTED. 

SEALED BID PROPOSALS MUST BE DELIVERED BEFORE 10:45 A.M.

Bidders are strongly encouraged to attend the pre-bid meeting at 2:00 P.M. on Wednesday, September 7, 2022 at the Solid Waste Transfer Station (252 Landfill Road, Pullman, WA 99163). All bid proposals shall be accompanied by a bid proposal deposit in the form of a certified check, cashiers check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Only properly executed proposals submitted on the forms furnished in the Bidding Documents will be accepted. All bidders are required to submit a list of subcontractors that will perform work on the project amounting to ten percent (10%) or more of the contract amount.

Rejection of Bids: Whitman County reserves the right to reject any and all Bids, or any Bid not conforming to the intent and purpose of the Bidding Documents. No Bidder may withdraw their Bid within 60 days after the actual Bid Opening.
