Library Repairs and Improvement Project

Sealed bids will be received at 2:00PM, Tuesday, June 5, 2018 by the City of Hoquiam for the following project:  Library Repairs & Improvements, City of Hoquiam, Hoquiam Washington.  Location:  Hoquiam Finance Department, 609 8th Street Hoquiam WA 98550.  Bids received by the above time, shall be opened publicly and read aloud at 2:10PM, Tuesday, June 5, 2018 in the Council Chambers, City Hall 3rd Floor.

Project Description: Repair and/or replace doors, upgrade hardware, tuck point masonry joints, apply damproofing to masonry walls, new flooring, drywall and plaster repair, painting, replace lighting fixtures, add duplex receptacles and miscellaneous other work.

This project is partially funded through the Washington State Community Development Block Grant (CDBG) program with federal funds from the U.S. Department of Housing and Urban Development.  Grantee Project Manager: Brian Shay, City Administrator 360.538.3983 bshay@cityofhoquiam.com.

Bidding Documents for the Work are those prepared by the Architect:  Harbor Architects LLC, 345 W Wishkah, Aberdeen  WA  98520, (360) 532-0980.  Contact:  Alan Gozart AIA, alan@harborarchitects.com.

Bidding Documents are available online at http://www.harborarchitects.com/15-04.  Bona fide Bidders may purchase copies of the Drawing Set only, from the office of the Architect upon submitting a check, payable to Harbor Architects LLC in the amount of $4.00 per sheet.  Project Manuals are available by download only.

Bidding Documents will be available for examination during the bidding period at the following locations:  Office of the Architect, Office of the Owner, Associated Subcontractors-Tacoma, Builder’s Exchange of Washington – Everett, Dodge Data and Analytics - Tacoma.

A bid security, in the form of a certified check, bank cashier’s check or bid bond is required with each Bid in an amount equal to five percent of the Base Bid plus Additive Alternates, if any.  Should a bidder fail to enter into an Agreement with the Owner and/or fail to furnish the bonds required by the Contract Documents within ten (10) days after his/her Bid has been accepted, the Contractor’s Bid Security shall be forfeited to the Owner as liquidated damages, not as a penalty.

Contractor shall secure, include costs therefore in the Bid, and pay for bonds issued by a bonding company with a Best’s rating of “A”, or better, and licensed to transact business in the State of Washington in Statutory Form.  Liability under each of the bonds shall be 100 percent of the contract sum (including state sales tax) for:  Performance, Labor and Material Payment, and one-year maintenance for correction of defective work.

All work performed on this project will be subject to the higher of prevailing Washington State or federal Davis-Bacon wage rates.

A Pre-Bid Conference will be at the Project Site, 420 7th Street, Hoquiam, Washington at 2:00PM, Tuesday, May 22, 2018.  Conference will meet in the street-level lobby.  Representatives for the Owner and the Architect will be available to answer questions.  To be eligible to bid, all bidders must physically inspect the premises and familiarize themselves with all existing conditions.

The lowest responsive bid, including selected Alternates shall be the sole basis of award.

The City of Hoquiam reserves the right to reject or accept any or all bids not accompanied by bid security or data required by the bidding documents or a bid in any way incomplete or irregular.
