Yakima Housing Authority, as Owner, and Beacon Development Group, as development consultant, request licensed and bonded General Contractors in Washington State to submit their qualifications to provide preconstruction services for the construction of the YHA Veterans Supportive Housing and Service Center.  Upon satisfactory completion of predevelopment services, and pending the receipt of all necessary public funding, the selected firm may be invited to negotiate a contract for construction of the project. 

Project Description:  The Yakima Housing Authority’s Veteran Supportive Housing and Service Center project is the redevelopment of the 4.64 acre former United States Marine Corp armory property at 1702 Tahoma Avenue, Yakima.  The new project will create 41 units of supportive housing for homeless veterans and their families as well as over 10,000 SF of social service space targeted for homeless veterans in the community. 

The project will include the rehabilitation of the armory building as well as the new construction of townhome and multifamily housing units on site. The rehabilitated building will include 13 studio units, residential common areas and the social services spaces. The new construction housing will include 10 2-bedroom townhomes and 18 1-bedroom flats and will be sited adjacent to the existing building.

Scope of Work:  Professional services to assist in the development of construction documents and budgeting.  Work will include but not necessarily be limited to: 

  • Review of drawings and specifications;
  • Cost estimating;
  • Presentation of alternative construction materials and methods when appropriate.

Qualified General Contractors responding to this request must be a Licensed Contractor in the State of Washington and must demonstrate: successful prior experience within the last 5 years with at least 2 publicly-funded, multi-family residential construction contracts in the amount of $7.5 million or more; at least two projects with contracts in excess of $7.5 million that included a negotiated bid; at least two projects that involved substantial renovation of an occupied structure; the ability to work cooperatively with Architect, Owner and subcontractors to complete projects on schedule and within budget; thorough familiarity with the requirements of public funders, including Davis Bacon Wage Rate requirements and outreach to Minority and Women-Owned Business Enterprises; ability to provide payment and performance bonds in the full amount of the contract; liability insurance of at least $2 million; and in accordance with applicable federal laws, allow no contractors or subcontractors, that have been disbarred or suspended by the U.S. Department of Housing and Urban Development (HUD) to work on the project; demonstrated successful completion of projects with substantial renovations within a constrained construction schedule; and general acceptance of the Contractor Pre-Construction Service Agreement. The Owner will require that all interested contractors visit all sites prior to submittal of qualifications.

The Owner reserves the right to reject any and all responses and open bidding to other licensed and bonded contractors.
