CITY OF BREMERTON NOTICE TO CONSULTANTS
Request for Qualifications for the Quincy Square on 4th Street Project Bremerton, Washington
The City of Bremerton solicits qualifications from consulting firms with expertise in Architectural Design and Engineering. Consultants will be considered for the following project:
Project Description and Schedule
The work performed by the CONSULTANT consists of architectural and engineering design of a federally funded project. Quincy Square on 4th Street is a capital project located on 4th Street between Washington and Pacific Avenues. A tribute to iconic jazz musician and Bremerton native Quincy Jones, and located in the heart of Bremerton’s downtown, Quincy Square is an integrated urban revitalization project. Quincy Square vision seeks to turn a long neglected city block into an active, housing based day-to-night urban center with arts, entertainment, and evening-centric retail spaces. A combination of residential and commercial uses currently line the existing street. City desires to create a modern workable and walkable streetscape. deliverable for this project is a complete set of plans and specifications constituting a bid-ready package for construction of the 1 block street segment. Design is to commence in August 2018 and incorporate a public process. Consultant will be responsible for ensuring that low/moderate income persons, particularly those living in the area, residents of predominately low-and moderate-income neighborhoods, minorities and persons with disabilities, and non-English speaking members of the community are invited to participate in this process. Project is scheduled to go out to bid in late 2019 for construction in 2020.
This project is partially financed through the Community Development block grant program with funds obtained from the U.S. Department of housing and urban development.
SUBMITTAL
Submittals should include the following information: Firm (or Firms) name(s), phone and e-mail address; Name of Principal-in-Charge and Project Manager; Number of Employees in each firm proposed to work on the project; and the professional qualifications of the proposed project team.
Submittals will be evaluated and ranked based on the following criteria:
- Key personnel;
- Understanding of the project;
- Familiarity with Bremerton;
- Ability to meet schedule;
- Approach to project;
- Familiarity with WSDOT/FHWA/HUD CDBG standards;
- Past performance/references;
- Demonstrated ability to Integrate Architectural Design and Engineering; and
- Public participation approach

The City of Bremerton may request firms responding to this request for qualifications to provide an oral presentation of their proposals. The City also reserves the right to contact any or all references or clients of the responding firms as listed in the proposal.
The agreement will be on a lump sum, fixed price basis (or cost reimbursement “not to exceed” basis), with payment terms to be negotiated with the selected offeror.

Conflict of Interest The Firm covenants that no person who presently exercises any functions or responsibilities in connection with the City of Bremerton Block Grant Program, will obtain a personal or financial interest from the assisted activity. The Firm further covenants that he/she presently has no interest in, no shall he/she acquire any interest, direct or indirect, either for themselves or for those with whom they have business, or family which would conflict in any manner or degree with the performance of his/her services hereunder. The Firm further covenants that in the performance of this agreement any potential conflict, on the part of the Firm or his/her employees will be disclosed to the City of Bremerton.
