The County is soliciting proposals from eligible, qualified, and interested organizations to establish and operate a Homeless Empowerment Labor Project (HELP) day labor program replicating the There’s a Better Way program in Albuquerque, NM, the goals of which include a) give people dignity in work; b) connect individuals with services; and c) collective impact to end panhandling
