INVITATION TO BID

 

S. 8th Avenue Improvements
ENGINEERS ESTIMATE $565,000

 

Sealed bids will be received by Brenda Howell, City Engineer of the City of Ridgefield (City), Ridgefield, Washington, by mail or in person until the bid closing at 3:59:59 p.m. local time, Wednesday, February 13, 2019. No bids will be received after the closing time. Bid opening will begin at 4:00:00 p.m. at which time all bids for the above-entitled project will be publicly opened and read aloud in City Hall at 230 Pioneer Street, Ridgefield, Washington. Work is to be accomplished in the downtown residential area of Ridgefield, Washington. The Limits of Work are shown on the project plans. The work will consist of sidewalk, storm and water system construction.

 

This project is financed through the Community Development Block Grant Program with funds obtained from the U.S. Department of Housing and Urban Development. The contract will be subject to regulations of the Departments of Labor and Housing and Urban Development.  Attention is called to Federal provisions for Equal Employment Opportunity, HUD Section 3 requirements, and the minimum wages as set forth in the contract documents.

 

Bid packages may be picked up at J2 Blue Print Supply Co, located at 8100 NE St. Johns Road, Suite B101, Vancouver, Washington on or after the hour of 10:00 a.m. local time, Wednesday, January 23, 2019. The City of Ridgefield places great importance on the integrity and accuracy of the official plan holders list. Therefore each bidder will be required to register at the following email address. Bid@j2b.com. Once registered, bidders will receive a username login, password and download rights. Users may then download bid documents from the J2 plan center. Users will be notified by email containing a link which will provide all project updates and addenda. No other plan centers are authorized to disseminate bid packages. The fees for obtaining a bid package are non-refundable. Registration as a plan holder is included with the purchase of a bid package, and is required to obtain Contract Addenda.

 

All bids shall be placed in a sealed envelope which clearly states the name of the bidder, the date of the bid opening, and the title “S 8th Avenue Improvements”. Bids not delivered in person to City Hall shall be enclosed in another envelope that is addressed to the attention of the City Engineer, City of Ridgefield, P.O. Box 608, Ridgefield, Washington, 98642. Mail to the City of Ridgefield is received by 10:00 a.m. each day. Bidders may call City Hall to verify receipt of their bid. Bids that are mailed and not received by bid closing of 3:59:59 p.m. local time, Tuesday, February 13, 2019, will not be considered complete and will be forfeited. Each bid must be accompanied by a certified check, cashier’s check or bid bond in an amount equal to five (5%) percent of the Bid Amount.

 

The City of Ridgefield in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

 

The City reserves the right to reject any and all bids submitted, or to accept the bid deemed to be in the best interest of the City of Ridgefield, and to waive any informalities or irregularities in any bid. No bidders may withdraw their bid after the hour set for the opening thereof unless the award of contract is delayed for a period exceeding one-hundred twenty (120) calendar days.
