NOTICE TO CONTRACTORS:

Bid Submittal: Sealed bids will be received by the University of Washington at UW Facilities | Project Delivery Group, University Facilities Building, Box 352205, ground floor, Seattle, WA 98195, on the University of Washington Seattle campus. A campus map can be found online at http://www.washington.edu/maps/. Seattle campus parking and traffic regulations and parking rates can be found online at http://www.washington.edu/facilities/transportation/. Bidders are responsible for all parking costs and for complying with parking regulations. Failure to comply with parking regulations may result in citation and possible impound of vehicle.

Part I of the Bid Form will be received up to 2:00 p.m. on April 11, 2019, and Part II of the Bid Form will be received up to 3:00 p.m. on April 11, 2019. Bids will then be publicly opened and read aloud at 3:00 p.m. Bids received after the date and hour above stated will not receive consideration.

Project Description: The project includes the following work: Interior renovation of approximately 3,791 square feet of existing classroom and laboratory space, including new flooring, furniture and finishes and modification to ventilation. Plumbing and electrical systems. Laboratory casework and fume hoods and exhaust devices will be furnished and installed by Contractor.

Pre-Bid Site Meeting: The Project site is available for inspection by prospective bidders at a pre-bid site meeting and walk-through at 11:00am on March 29, 2019 at Bagley Hall Lobby University of Washington Seattle Campus. Access to the project site is restricted. This will be the only opportunity for bidders to visit the Project site.

Bid Documents: Bidders may obtain or access plans, specifications, and addenda for this project through the following sources:

1) Hard Copies: May be obtained at United Reprographics, 1750 4th Avenue South, Seattle, WA 98134,
(206) 382-1177, upon receipt of a refundable deposit of $75. To receive a deposit refund, plans and
specifications shall be returned to United Reprographics in good condition within 14 calendar days of the
bid submittal deadline.

2) Online: Bidders are required to register with Infinite Source in order to access plans, specifications,
and addenda for this Project. To register, go to www.bid.planrooms.com and click on “Create an

Bid Guarantee: A surety company bid bond on a form acceptable to Owner, a cashier's check or a certified check payable to the order of University of Washington, or cash, shall accompany each bid in an amount not less than five percent (5%) of the Base Bid. No bidder may withdraw its bid after the hour set for the opening thereof, unless the award of the contract is delayed for a period exceeding 60 days.

Apprentice Utilization: Mandatory apprentice utilization of at least 15% of the total labor hours worked on the contract is required. Apprentices must be registered as apprentices with the State Apprenticeship and Training Council. Bidders may contact the Department of Labor & Industries, Apprenticeship Program at 360-902-5320 to obtain information on apprenticeship programs.
 

MWBE: The University of Washington is committed to providing the maximum practicable opportunity for participation by minority and women-owned businesses (MWBE) in public works. Voluntary goals for this project have been established as 10% MBE and 6% WBE. Participation may be either on a direct basis in response to this invitation to bid, or as a subcontractor or supplier. However, no minimum level of MWBE participation shall be required as a condition for receiving an award and bids will not be rejected or considered non-responsive if they do not include MWBE participation. Bidders may contact OMWBE at 360-753-9693 to obtain information on certified firms.

Safety Plans: Prior to the issuance of the Notice to Proceed, the Contractor will be required to submit to
the Owner a copy of its company safety program. See Modifications to the General Conditions, Part 5 for
details.

The Owner reserves the right to reject any or all bids and to waive as an informality any irregularities in
the bids received.
