The Seattle Housing Authority (SHA) for itself or as an agent for another SHA related entity (hereinafter “SHA”), is soliciting Submittals/Proposals from qualified individuals and businesses interested in performing the following:
Project Description:
SHA is seeking proposals from qualified health services consultants to assist SHA in managing the mental health counseling service plan for residents living in SHA facilities. Residents may or may not have Medicaid coverage; services will be delivered to all participants regardless of coverage and/or eligibility.
Background:
Seattle Housing Authority’s (SHA) JobLink program connects tenants to employment, education and resources using a Career Coaching model. Career Coaches and College Navigators provide individualized, 1:1 direct services to participating residents to help them pursue their employment and education goals. Career Coaches and College Navigators are engaging with clients who may have a mental/behavioral health issue (diagnosed / undiagnosed), which requires more time with clients and additional skills to help clients address their needs. Career Coaches and College Navigators are looking for extra support to help clients who may have a mental health issue, which often requires specialized service delivery. These needs may include: chemical dependency, domestic violence, crises management, family counseling, among others.
Scope of Work:
The Scope of Work is as follows:
The mental health services provider will provide a 0.5FTE that will manage the counseling service plan for residents. These services will primarily be triage and focused on making connections to appropriate mental/behavioral health services such as ongoing treatment, supportive employment, disability benefits and / or benefits counseling. The relationship with this provider will be structured to ensure that JobLink coaches and navigators maintain communication on the progress and the service plan for the client.
In addition to providing individualized support to residents with mental health issues, the service provider will also participate in case staffing meetings as needed and provide status updates for the clients on their caseload. The service provider will also connect with relevant property management staff, community builders, and/or associated existing service providers, with assistance from JobLink staff, on an as needed basis to avoid duplication of services and promote coordination and access to appropriate services.
Career Coaches would be the referral connection to the mental health provider. A counselor who has experience working with those in housing and diverse populations would be an asset to the JobLink program. The service provider would act as a link from JobLink to the behavioral health support services with minimal direct services in the form of counseling.
