RE: Request for Qualification for Architectural and Engineering Services – Omak, Okanogan County, WA

 

Dear potential architect (firm):

 

On behalf of the Housing Authority of Okanogan County, we are requesting qualifications for general architectural and engineering services for a proposed senior housing development in Omak, Washington. The Housing Authority of Okanogan County's proposed Meadowlark Senior housing in rural Omak, WA providing 15 new units, of which 12 units will be at 50% AMI or below and three units at 80% AMI or below.

 

Of the 15 units, there will be 10 1-bedroom units, and 5 2-bedroom units. One-bedroom units’ average 800 SF; two-bedroom units’ average 1,000 SF. Units will reside in a two-story apartment. There will be a public parking area, the premise will also have landscaping and planter strips. As this development will be two stories, an elevator will be incorporated into the design to ease mobility of senior tenants from the first floor to the second floor. Walk-in showers will also be used rather than bathtubs tailored to meet the physical needs of seniors. Both the first and second floor will have a patio where senior tenants can place planters for decoration or planting of fruit and vegetable vegetation.

 

The vacant parcel is located off Pine St. consisting of two lots totaling 0.79-acres, Parcel #8839700301 & 8839700201 (see attached map).

 

The scope of services may include, but is not limited to, preparation of preliminary plans and developing cost estimates for funding applications through the Washington State Department of Commerce Housing Trust Fund and private funders; final design and engineering; surveys; soil testing; developing cost estimates; governmental approvals; construction management; and implementation of the Evergreen Sustainable Development Standard as it pertains to the development.

 

Immediate work will include preparing preliminary plans and a cost estimate for a funding application to the Washington State Department of Commerce, Housing Trust Fund. Preliminary plans and a cost estimate will be due August 23rd, 2019 to allow enough time to finalize the application after obtaining this information.
