INVITATION TO BID

Notice is hereby given that Public Utility District No. 1 of Skagit County (District) will receive sealed Bids for the Mountain View Road Pipeline Project.  Each bid shall be placed in a sealed envelope and shall be mailed or delivered to the District office, 1415 Freeway Drive, Mount Vernon, Washington 98273, to arrive no later than 10:00 AM, Wednesday, January 8, 2020.  All Contractors must be licensed to conduct business in Washington State.  All bids received will be opened and publicly read aloud no sooner than 10:05 AM on the same day.  The District reserves the right to reject any and all bids, and waive minor irregularities, as in the best interest of the District.

Mountain View Road Pipeline Project

Installation of approximately 5,300 linear feet of water distribution piping along East Division/Mount Vernon Big Lake Road and along Mountain View Road, Skagit County, State of Washington, consisting of 12-inch C909 PVCO and 3-inch PVC water distribution piping including fittings, thrust blocks, service connections, fire hydrants, branch and mainline valves, establishment of private water service connections, dewatering, appurtenances and incidentals, pavement repair, temporary traffic control, temporary erosion control, disinfection, and pressure testing and site restoration, in estimated quantities identified in the Bid Proposal and as shown on the plans.  The work in the Contract will also consist of the installation of approximately 5,300 linear feet of 4-inch HDPE IPS SDR11 fiber conduit in the same trench as the water distribution piping as identified in the Bid Proposal and as shown on the plans.  Fiber optic cable will be installed at a later date.

The location of the proposed work is shown on the project plans.

A Pre-Bid Meeting will be held at 10:00 AM on Wednesday, December 18, 2019 in the Aqua Room of the District’s Mount Vernon office complex at 1415 Freeway Drive, Mount Vernon, Washington.

This project is partly financed through the Washington State Drinking Water State Revolving Fund (DWSRF) program with federal funds from the Environmental Protection Agency.  DWSRF requirements and provisions must be met by general contractors and all subcontractors.
