REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES
The City of DuPont is soliciting Statements of Qualifications from consulting engineering firms for preparing PS&E for the Center Drive Phase 6 Overlay Project. The project consists of an asphalt overlay for roadway preservation of approximately 0.30 miles of Center Drive from North of I-5 Exit 118 to McNeil ST. ADA ramp improvements will also be completed. The design phase is anticipated to begin in July 2021 with construction to begin in Spring 2022. The project is being funded in part by a Surface Transportation Program grant from WSDOT/FHWA. This project has a mandatory 0% DBE goal.
Desired consulting services for the first phase of the work include but are not limited to: Environmental Review, Survey, Preparation of Plans Specifications, and Cost Estimates, and Bid and Award Assistance. Future phases of work may include Construction Management, at the discretion of the City.

Submittals should include the following information: Cover letter; general information about the consulting firm including name, office locations, contact information and general description of services provided; proposed project team and qualifications; relevant project experience including experience with WSDT/FHWA funding and LAG Manual compliance; project understanding and approach; and references. Submittals shall be limited to 10 pages excluding front and back cover. A printed side of paper shall be considered one page.
Submittals will be evaluated and ranked based on the following criteria: 1) Experience of the firm 2) Qualifications of the proposed project team 3) Past performance 4) Experience with WSDOT/FHWA standards and LAG Manual 5) Project understanding and approach 6) Response of references. The top ranked firms may be asked to interview with a selection committee.
All consultants should be advised that federally funded projects will be held to Federal EEO requirements and consultants will also be held to ADA and Civil Rights language for the employing Agency.
