2022 Pavement Repair - City of Mukilteo, WA

The City of Mukilteo will accept sealed bids addressed to Matt Nienhuis, Public Works Director, City of Mukilteo,
11930 Cyrus Way, Mukilteo, WA, 98275 until 2:00 PM, local time on May 17, 2022 when bids will be publicly
opened and read. The City will not consider bids received after that time and date. The official bid clock shall be
the clock located at the City Hall front counter and labeled “Official Bid Clock”. Address bid submittal as follows:

Project Description: The work to be performed under these specifications consists of furnishing all labor, tools,
materials, and equipment necessary for construction of the 2022 Pavement Repair Project. This project intends to
perform full-depth pavement repair areas on various roadways within the City of Mukilteo. Specific work includes,
but is not limited to: HMA pavement repair, crack sealing, utility lid adjustment, and traffic control. The estimated
cost for this project is in a range of $235,000 to $305,000.

Pre-Bid Meeting: No pre-bid site inspection or meeting is scheduled. Please note the requirements of Section 1-
02.4 of the WSDOT Standard Specifications and these Special Provisions.
This contract involves “public work”. Workers performing work in conjunction with the project shall receive the
prevailing rate of wage pursuant to the Prevailing Wages on Public Works Act (Chapter 39.12 RCW)
Copies of the CONTRACT DOCUMENTS necessary for review and bidding purposes are to be obtained through
Builders Exchange of Washington. These documents include Contract Plans, Contract Specifications, Bidding
Information, Addenda, and Bidder Lists. These may be obtained on-line at the Builders Exchange Website at
www.bxwa.com. Click on “Posted Projects”, “Public Works”, “City of Mukilteo”, and “Projects Bidding”.
All prospective Prime Contract Bidders, Subcontractors, and Vendors must register at Builders Exchange of
Washington. Should any addenda be issued, only those firms registered will receive notification of bidding
addenda. Registering ensures that your firm is also placed on the Bidder’s List for the project. For information

Bid Bond Required: Each bid shall be accompanied by a bid bond in the form of certified check, cashier’s check or
surety bond in an amount equal to at least 5% of the amount of such bid. Should the successful bidder fail to enter
into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid
bond shall be forfeited to the City of Mukilteo.

The City of Mukilteo reserves the right to reject any and all bids and to waive informalities and minor irregularities
in the bidding documents, and after careful consideration of all bids and factors involved, make the award to best
serve the interests of the City of Mukilteo. The City of Mukilteo is an equal opportunity employer and invites

The City of Mukilteo in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to
2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the
Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued
pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded
full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of
race, color, national origin, or sex in consideration for an award.

The City of Mukilteo encourages participation in all its contracts by M/WBE firms certified by the office of Minority
and Women's Business Enterprises (OMWBE). Participation may be either on a direct basis in response to this
solicitation or as a subcontractor to a Bidder/Proposer. No preference will be included in the evaluation of
bids/proposals, no minimum level of M/WBE participation shall be required as a condition for receiving an award
and bids/proposals will not be rejected or considered nonresponsive on that basis. No voluntary M/WBE goals
have been established for this project for either MBE or WBE participation.

Prospective bidders shall submit all requests for clarification in writing to Matt Nienhuis, via fax (425-290-1009), or
by email to mnienhuis@mukilteowa.gov. All technical questions regarding this project are to be submitted in
writing no later than 3:00 P.M. May 4, 2022. No verbal responses or clarifications will be made. All addenda will
be posted for this project at www.bxwa.com by May 6, 2022, and receipt of each must be acknowledged in the bid
submittal. Copies of plan holder lists can be obtained at the www.bxwa.com website. If you should have
