CITY OF RIDGEFIELD NOTICE TO CONSULTANTS FOR GEE CREEK TRAIL – NORTH SEGMENT
The City of Ridgefield solicits interest from consulting firms with expertise in Civil and Structural Engineering Design. This agreement will be for approximately two years in duration with the option for the City to extend it for additional time and money if necessary. Consultants will be considered for the following project.
The City of Ridgefield reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description
The work to be performed by the CONSULTANT consists of preparing preliminary engineering designs for the Gee Creek Trail – North Segment improvements. Activities to be completed under this project shall include all design, reports, survey and permitting work necessary to develop a complete construction bid package. Consultants must comply and be familiar with the Federal Lands Access Program (FLAP) funding requirements. The selected CONSULTANT will work with city staff to ensure compliance with FLAP and WSDOT’s Local Program requirements.

The proposed improvements include:
• Construction of 10' impervious asphalt trail with 2' gravel shoulder.
• Construction of an 8' elevated wood boardwalk with curb rails.
• Construction of two bridges to cross Gee Creek.
• Pedestrian Crossing at Main Avenue.
• Work will also include erosion control, safety fencing along an existing stormwater facility, retaining walls and mitigation planting.
• Funds will also be used for pre-design of a future pedestrian crossing to connect the Wildlife Refuge with a new waterfront development project.
• Deliver the project within the approved budget and schedule meeting all FLAP requirements.
• Make the project a positive experience for the immediate neighbors, stakeholders, and the public in general.

This project has a 17% DBE goal.
The City of Ridgefield reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this/these project(s).
Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:
1) Qualification of Proposed Project
2) Qualifications/Expertise of Firm including experience working with FLAP funds and WSDOT/Local Program
3) Ability to meet schedule
4) Approach to project
5) Familiarity with applicable rules, laws, regulations including FHWA standards
6) Past Performance/References
7) Approach to meet the DBE goal or SBE goal (DBE Participation Plan or SBE Plan)

Submittals should include the following information: Firm name; phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to project.
Request for Qualifications packets may be viewed and downloaded via the City’s e-Procurement Portal at https://procurement.opengov.com/portal/ridgefieldwa. Proposers are required to register for a free account via the City’s e-Procurement Portal hosted by OpenGov Procurement. Once the proposer has completed registration, you will have access to download the Request for Qualifications and will receive addenda notifications to your email by clicking “Follow” on this project. Ultimately, it is the sole responsibility of each proposer to periodically check the site for any addenda. Electronic submittals must be received by the City through the City’s e-Procurement Portal no later than 4:00 p.m. on October 24, 2022. This is the preferred method. Submittals will not be accepted after that time and date.
If the electronic submittal process is not an option, please submit FOUR copies of your Statement of Qualifications to: Ridgefield City Hall, 230 Pioneer Street, Ridgefield, Washington 98642 no later than 4:00 p.m. on October 24, 2022. Submittals will not be accepted after that time and date.
