Curlew Lake Cyanobacteria Lake Management Plan
The Ferry Conservation District (FCD) is soliciting proposals (statement of qualifications) from consultants, or consulting teams, with expertise in lake management planning and public involvement, to work with the FCD investigating causes of poor water quality, keeping the public and interested stakeholders informed of the process, and to prepare a Lake Cyanobacteria Management Plan (LCMP) for Curlew Lake in Ferry County, WA. The FCD, in partnership with the Curlew Lake Association (CLA) and interested citizens, is looking for short- and long-term solutions to improve water quality for continued recreational enjoyment and economic vitality. The FCD is looking for the consultant to be a partner in this effort and provide technical expertise for this complex issue.
GENERAL SCOPE OF PROJECT
The purpose of this Request for Qualifications (RFQ) is to select a highly qualified Consultant Team to complete the work identified below. We anticipate the work will occur in the following order:

The consultant will work with the FCD and CLA to get familiar with the current water quality concerns and community needs.

Develop and sampling plan in accordance with Washington Department of Ecology (DOE) specifications. This will include a Quality Assurance Program Plan (QAPP) that is approved by the DOE.

Prepare a Lake Cyanobacteria Management Plan (LCMP) in accordance with the DOE template. Template is shown in Appendix A.
All work will be funded by a DOE grant that the FCD was awarded. Because of the remote location of Curlew Lake, the FCD could assist in some aspects.
