Ben Franklin Transit Advertisement to Bid IFB 22-28
NOTICE OF REBID OF BEN FRANKLIN TRANSIT PROJECT IFB 22-22: Current Rebid Documents (IFB 22-28) clarify previously issued specification requirements.
NOTICE TO BIDDERS: Sealed bids shall be received at the Ben Franklin Transit Office located at 1000 Columbia Park Transit; Richland, Washington 99352 for the Expansion Building Project IFB 22-28 for the single General Contract which includes General, Architectural, Mechanical, Electrical, Structural, Civil, Landscape and other work, located at 1000 Columbia Park Trail, Richland, Washington 99352 as indicated on Specifications and Drawings. Provide bids on required submittals by the 2:00 PM Pacific Standard Time on November 14, 2022. Bids received after the bid due date and time will not be considered and will be returned. Architect’s estimate is $9,800,000.
DOCUMENTS: Bidding Documents are those prepared by TCF Architecture, (253) 572-3993. Beginning Monday, October 17th, 2022, Electronic Bid Documents, including the Drawings, Project Manual, Information Available to Bidders and Addenda and Bidders List, are available free-of-charge to Prime Bidders, Subcontractors, and Vendors by going to e-arc.com and clicking on “Quick Links”, "Public Works", and searching "Ben Franklin Transit". This online plan room provides Bidders with fully usable online documents with the ability to download, view, print and order full/partial plan sets. Hard copy of bidding documents for the project may be obtained at the following ARC Document Solutions offices: ARC Tacoma, 632 Broadway, Tacoma, WA 98402, (253) 383-6363; ARC - Seattle, 2730 Occidental Ave S, Seattle, WA 98134, (206) 622-6000; or ARC – Bellevue, 1850 130th AVE NE Bellevue, WA 98005, (425) 883-1110. A deposit in the amount of $150.00 for each printed set, made payable to Ben Franklin Transit, is required.
ADDITIONAL PLAN CENTERS: The following plan centers will also hold the electronic documents: Abadan Public Plan Room, Builders Exchange of Washington; Contractor Plan Center; Daily Journal of Commerce (Seattle and Portland); Spokane Regional Plan Center, SW Washington Contractors Association, and Tri-City Construction Council. (Note that if Bidders obtain the documents from these plan centers, they should also register with ARC Document Solutions as Planholders to be notified of project addenda.)
BID SECURITY: A certified check, a bank cashier’s check, or a bid bond executed by a State licensed surety company made payable to Ben Franklin Transit is required with each bid, in an amount equal to five percent (5%) of the Bid.
RATE OF WAGE: Contractor and all Subcontractors shall pay Washington State prevailing wage rates or Federal Davis Bacon wages, whichever is higher. Copies of the prevailing wage rate schedule are available directly from the Department of Labor and Industries. Davis Bacon rates may be viewed at https://sam.gov/wage-determination/WA20210001/3. Contractor shall have on file with the State of Washington a statement of intent to pay prevailing wages for Contractor and all Subcontractors.
REJECTION OF BIDS: The Owner reserves the right to waive informalities and to reject any and/or all Bids for any reason and in particular to reject a bid not accompanied by any required bid security, certifications or data as required by the Bidding Documents or a Bid that is in any way incomplete or irregular.
PRE-BID MEETING: An optional Pre-bid meeting/site walk-through will be held on November 2, 2022 at 11:00 AM, at Ben Franklin Transit, 1000 Columbia Park Trail, Richland, WA, Administration Building. Funding: The project is partially funded by Federal Transit Administration (FTA) and procurement requires following Buy America requirement and other FTA regulations as listed in IFB 22-28.
