Recycling Consultant Services

(Proposals due January 10, 2023, by 5:00 p.m.)

Purpose of Request:

The City of Kent is requesting proposals for consultant services to assist in hosting up to seven (7) residential recycling collection events in 2023. The city is requesting proposals for consultant services to assist with these events through December 31, 2023.

Description of Work/Goals and Outcomes:

The selected consultant will contract with vendors and assist in organizing, promoting, staffing, and tracking results for a total of three (3) Saturday large city-wide residential recycling collection events during the spring, summer and fall of 2023 and up to four (4) Friday mini residential recycling collection events to be held throughout the remaining parts of the year. The consultant will document event results and expenditures and provide to city for grant reporting.

City staff will contract with select vendors, reserve event locations for the collection events and create and mail event brochures. City staff and consultant will work together to determine which items will be collected at each event.

Overall Budget:
Please provide a budget proposal for each large recycle events and mini recycle events then provide a total cost for all events during the 2023 calendar year.

Qualifications/ Requirements:

To be considered, the consultant must have extensive experience in recycling, working with local governments and the public, organizing events, and record keeping. In addition, the consultant must have strong oral and written communication skills. The consultant must have performed similar work for other communities and must have strong knowledge of rules and regulations related to solid waste, the health department, hazardous waste, and recycling.

Consultant must include qualifications of key personnel and experience, work samples, and client references.

Post-Event Evaluation:
The consultant will be evaluated on how effective and thorough each event is completed from start to finish including implementation, follow through, report writing, recommendations, effectiveness, collaboration and communication with city staff and residents.

A PDF copy of the proposal, including budget (no more than 10 pages) must be submitted via email to the City Clerk’s office at cityclerk@kentwa.gov no later than 5:00 p.m. on January 10, 2023.
