RFQ - East Valley Highway Preservation – S 212th St to S 196th St

CITY OF KENT PUBLIC NOTICE TO CONSULTANTS FOR
REQUEST FOR QUALIFICATIONS (RFQ)

The City of Kent solicits interest from professional consulting firms with expertise in administration and management of federally funded Public Works Construction Projects.  This agreement will be for approximately 6-months in duration (90 working day construction contract) with the option for the City of Kent to extend it for additional time and money if necessary.  Consultants will be considered for the following project.

The City of Kent reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description

The work to be performed by the CONSULTANT consists of the following:

Thoroughly record and track all federal funding documentation requirements as outlined in WSDOT’s Local Agency Guidelines Manual during construction; materials sampling, specialty inspections, testing and reporting service; geotechnical monitoring, inspection and reporting service; overall site inspection including thorough record keeping related to contractor progress and activity; photo and video documentation of all existing surrounding property conditions including structures, current landscape conditions, and other pre-existing improvement conditions within and around the project site.  Grind and replace failing pavement sections, overlay the full width of the roadway, upgrade curb ramps and traffic signals to meet ADA standards. The project will include replacement of existing ACP with cement concrete for the intersection approach legs for the northbound and southbound lanes at S 212th Street.  The project has a training goal of zero hours, a 16% mandatory DBE goal during construction, and a 19% DBE goal for consultant services contracts. The major features of the project are as follows:

· Planing approximately 37,000 SY of existing asphalt.
· Paving 4,900 tons of HMA Cl ½”, PG 58V-22 full width overlay plus pavement repairs.
· Reconstructing 14 curb ramps to ADA standards
· Installation of 81 vehicle detection loops.
· 800 linear feet of CIP concrete curb & gutter.
· 240 SY of sidewalk and driveways.
· 350 CY of cement concrete pavement.
· 90 LF of 12” sanitary sewer pipe replacement.
· 60 LF f 8” storm sewer pipe replacement.
· 21,000 LF of permanent channelization plus crosswalks, stop bars, arrows, RR crossing symbols, and letters.
· 10 crosswalk signal improvements.

The City of Kent reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project.

Evaluation Criteria

Submittals will be evaluated and ranked based on the following criteria:

  1. Qualifications of proposed project management team
  2. Qualifications/expertise of firm
  3. Ability to meet schedule
  4. Approach to project
  5. Familiarity with WSDOT/FHWA standards
  6. Past Performance/References
  7. Approach to meet the DBE goal (DBE Participation Plan)

Submittal

Submittals should include the following information:  Firm Name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed for the project.

Please submit FOUR copies of your Statement of Qualifications to: City of Kent City Clerk’s office; 220 Fourth Ave. S., Kent, WA 98032-5895 no later than 3:00 p.m. on July 7, 2023.
