Business Start Up Series Support
The State of Washington, Department of Children, Youth, and Families (DCYF) plans to issue a Request for Quotation and Qualification (RFQQ) to solicit responses from qualified bidders who can coordinate and facilitate in-person or virtual assistance or self-study correspondence for licensing orientation as required by WAC 110-300-0400, 110-301-0400 and to support understanding of subsidy billing and electronic attendance as required by WAC 110-15-0034, 110-15-0126 and SEIU 925 CBA 13.5. D., 13.6.A. DCYF is committed to being responsive to early learning providers across the state and the communities they work with. This Competitive Solicitation is to help address the workforce crisis by offering accessible supports to people interested in starting a business in child care.
All bidders must meet the following minimum qualifications:
- Licensed to do business in the state of Washington or provide a commitment that it will become licenses in Washington within thirty (30) days of being selected as the Apparent Successful Bidder (ASB).
- Must have a Unique Entity Identifier (UEI) number or provide a commitment that it will acquire a UEI number within thirty (30) days of being selected as the Apparent Successful Bidder (ASB).
- Professional development staff facilitating group viewing sessions must be a State Approved Trainer. Information on State Approved Trainers can be found here:

- Must be knowledgeable about the child care landscape in Washington and the DCYF programs and data systems child care provider interface with including working connections child care subsidy, Washington’s electronic attendance system, child care licensing rules and guidebooks, WA Compass, MERIT, etc.
